this connection I enclose a printed copy of a despatch* from the Officer Admin- istering the Government of the Gold Coast, transmitting the draft of an Ordinance which it is proposed to introduce into the Legislature of that Colony. It appears to me that this draft Ordinance, with the amendments suggested in my reply† to the Governor of the Gold Coast (a copy of which also is enclosed), would be generally suitable to the requirements of Fiji, and I should be glad if, in the event of your Government deciding that the Convention should be signed on its behalf, you would in due course submit this draft to the Legislative Council, with such formal altera- tions as the local conditions of Fiji may require.

Downing Street, 4th October, 1912. I HAVE the honour to acknowledge the receipt of Sir F. H. May's despatch, No. 115, of the 9th May, with regard to the International Opium Convention.

2. I enclose printed copies of correspondence§ with the Governor of the Gold Coast on the subject of the legislation required to give effect to the Convention, and I would suggest that the King's Regulations which it is proposed to enact should follow as far as possible the provisions of the draft Ordinance submitted by the Officer Administering the Government of the Gold Coast, with the amendments proposed in my reply.

3. I should be glad to learn whether you have yet received any replies from the Resident Commissioner, New Hebrides, and the British Agent and Consul at Tonga, on the subject.

WITH reference to my despatch, No. [81] [91], of the 23rd July|| [to Malta only and to your despatch, No. 114, of the 17th July¶], I have the honour to trans- mit to you the accompanying printed copy of a despatch* from the Governor of the Gold Coast, forwarding a draft Ordinance designed to give effect to the provisions of the International Opium Convention.

2.

I have approved the draft with the following amendments :-

(1) In Section 11 the words "not being or having the status of a ship of

war" should be inserted after the word "ship" in line 4.

(2) A section should be added prohibiting the cultivation of the opium poppy

(papaver somniferum).

(3) In view of Article 24 of the Convention, a further addition should be made by a section providing that the Ordinance shall come into force on a day to be fixed by proclamation by the Governor.

WITH reference to the Secretary of State's despatch, Miscellaneous, of the 26th July last,t I have the honour to forward, for the signification of the Royal pleasure, an Ordinance of the Legislature of this Colony, No. 10 of 1912, shortly entitled The Opium Ordinance, 1912," which has been passed in accordance with the instructions contained in that despatch. I also enclose the Law Officer's report on the measure.

2. It will be observed that by Section 14 the commencement of the Ordinance is reserved for a date to be fixed by Proclamation. I assume that instructions as to this date will be received from the Secretary of State in due course.
