King's House, Jamaica, 24th August, 1912. I HAVE the honour to acknowledge the receipt of your despatch "Miscellane- "of the 26th ultimo, informing me that it appears to you that it would be very desirable that, in informing the Secretary of State for Foreign Affairs that this Government agree to The Hague Opium Convention being signed on its behalf, you should be able to state that the Legislature of the Colony had passed an enactment to give effect to the provisions of the Convention, and transmitting a draft Bill to be laid before the Council for the purpose.
2. I would beg leave to state in reply that, in accordance with your directions, the Bill will be placed before the Legislative Council immediately on its re-assembling in the early part of next year, and expedition will be given to its passage through the Council.

August 8th, 1912. REFERRING to despatch, No. 98, of 17th May, from the Right Honourable the Secretary of State for the Colonies, in relation to the International Opium Con- vention, and with special reference to Article 21 of that document, I have the honour to state that :—
(a) The law existing in this Colony respecting the subject matter of the Convention is contained in Section 16 of the Pharmacy Act, 1910, of which six copies are enclosed herewith.

(b) All opium, morphine, cocaine, and their respective salts, and all drugs which are poisons, can only be imported into this Colony by members of the Pharmaceutical Society. As they are all entered under Item 104 of the Tariff, Medicinal, Chemical, and Pharmaceutical Prepara- tions," there is no separate account available in the Statistical Depart- ment of the Customs of the quantities of each.
