2. No separate records have been kept of the imports of the drugs referred to in Article 21 of the Convention, and it is therefore impossible to give the statistics required by the Article.
3. In accordance with the instructions contained in the enclosure to your des- patch, No. 189, of the 2nd June, 1911,* a revised Ordinance to make provision for the suppression of the abuse of opium and certain other drugs is now under con- sideration, which, it is intended, shall repeal the existing Regulations and place the whole matter on a proper footing.

Government House, Singapore, 15th August, 1912. WITH reference to your circular despatch of the 16th May last, respecting the International Opium Convention, I have the honour to forward herewith a copy
of the Chandu Revenue Ordinance, 1909, with the Rules§ made thereunder.
2. The following statistical statements are also enclosed :—
Imports and exports of raw and prepared opium into and from Singapore
and Penang during the five years 1907-1911.

Chandu sales in the Settlements of Singapore, Penang, and Malacca, 1907-
1911.
Number of licensed premises in Singapore, Penang, and Malacca, 1907-1911. Seizures (so far as statistics are available) for the same period. Imports and exports of medicinal opium, morphine, cocaine, and other drugs
for 1911. (No statistics for the previous years are available.)
I enclose also copies of the Report§ on the Government Monopolies Depart- ment for the years 1910 and 1911, in the Appendices of which full statistics for those years will be found.
