I HAVE the honour to acknowledge the receipt of your Circular despatch of the 7th March last,* forwarding copies of the International Opium Convention, which was signed at The Hague on the 23rd January last, and to inform you that the Government of the Colony of the Leeward Islands is prepared to agree to the Convention being signed on its behalf.

SIR,

I HAVE the honour to acknowledge the receipt of the Secretary of State's circular despatch of the 7th March, 1912, and in reply thereto to state that my Government is prepared to agree to the International Opium Convention, which was entered into at The Hague on the 23rd January, 1912, being signed on its

behalf.

2. I am advised that in order to render effective the measures decided

upon

in the Convention no change in the legislation of this Colony is necessary, as there is no demand for raw opium and very little demand for medicinal opium, morphine, cocaine, or similar drugs, the sale of which is regulated by the Medical Registration Ordinance of 1886 and the Sale of Poisons Ördinance, 1908. manufacture in the Colony of any of these drugs, and it is extremely unlikely that such manufacture will ever be started, it appears that all the requirements of the Convention are already met.

WITH reference to your circular despatch of the 7th March last,* I have the honour to report that all three Colonies under this Government agree to the International Opium Convention being signed on their behalf.

2. Enclosed are despatches from the Administrators of St. Lucia and St. Vincent on the subject."

3. I am advised that legislation will be required in Grenada to give effect to the measures prescribed in the Convention.

This is under consideration by the Attorney-General, and the draft will be communicated to St. Lucia, and, if necessary, to St. Vincent.

WITH reference to the Secretary of State's circular despatch of the 7th er March, 1912, relating to the International Opium Convention, I have the honour to report that on the advice of the Executive Council, in which I concur, this Government is prepared to agree to the Convention being signed on its behalf.

2. As the Convention is intended to be applied to all the West Indian Colonies, and as uniformity in legislation is desirable, I shall be glad to be afforded the guidance of a model draft of the necessary enactments for rendering effective the measures decided upon in the Convention.

BERMUDA.

THE GOVERNOR to THE SECRETARY OF STATE. (Received July 9, 1912.)

Government House, Bermuda, 27th June, 1912.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 16th ultimo,* relative to the International Opium Convention, 1912, and to inform you that there is no local trade in raw or prepared opium, but only in medicinal opium, morphine, cocaine, &c., as defined in Chapter III. of the Convention.

2. The Revenue Department has no means of ascertaining the amount and details of this trade as imports of this character are entered under the general heading of "Drugs."

3. The only local enactment in any way relating to opium is Act No. 14 of 1866, II, a copy of which is enclosed herewith.

4. The preparation of the statistics and the submission of the returns alluded to in your despatch under acknowledgment will necessarily await the decision as to the exact nature of the legislation and regulations which will be required in the event of His Majesty's Government's ratification of the Convention, and in this con- nection I have the honour to refer you to the request contained in Lieutenant-Colonel Brook-Smith's despatch, No. 35, of the 12th of April last.‡
