13. The Governor in Council may make such orders and regulations as are deemed necessary or expedient for carrying out the intention of this Act; for the seizure of any drug that there is reason to believe is liable to forfeiture under this Act; and for the use or sale of any drug for scientific purposes.

14. The Governor in Council may, from time to time, add to the schedule to this Act any alkaloids, derivatives or preparations of the drugs named in the said schedule, the addition of which is by him deemed necessary in the public interest, and every order in council in that behalf shall be published in The Canada Gazette, and shall take effect at the expiration of thirty days from the date of such publication.

15. Chapter 50 of the statutes of 1908 is hereby repealed.

16. Section 4 of this Act shall not come into force until the first day of July, one thousand nine hundred and eleven.

SIR,

Downing Street, 16th May, 1912. WITH reference to my circular despatch of the 7th of March last* respecting the International Opium Convention signed at the Hague on the 23rd of January last, I have the honour to observe that, in the event of the ratification of the Con- vention by His Majesty's Government, it will be necessary to furnish copies of the laws and regulations and the statistical information prescribed in Article 21 for the information of the other contracting States.

2. I should therefore be glad if you would be so good as to forward to me as soon as possible copies of all the laws, proclamations, rules, or other statutory provisions now in force relative to the matters referred to in the Convention, together with the statistical information specified in Article 21 in respect of the five years ending December, 1911; and if you would arrange for the regular transmission to the Secretary of State as soon as possible after the 31st of December of each year, of statistics for the preceding twelve months, and copies of any laws, proclamations, rules, &c., issued within that period.

Downing Street, 17 May, 1912. I HAVE the honour to acknowledge the receipt of your despatch, No. 22, of the 3rd April,* stating that your Government desire to adhere to the International Opium Convention.

2. I should be glad if you would invite the attention of your Ministers to Article 21 of the Convention and ask them to furnish in due course copies of the documents referred to in that Article and statistics, which should be if possible for five years ending December, 1911, as to the trade in opium, &c.

3. I have also to request that similar statistics should be furnished as soon

as possible after the 31st December in each year, together with copies of any laws or regulations made during the year.

Government House, Singapore, 22nd April, 1912. I HAVE the honour to acknowledge the receipt of your despatch, No. 58, dated

8th March, 1912,† enclosing copies of the Convention and "Protocole de Clôture " signed at the Hague on the 23rd January by the delegates of the Powers represented at the recent International Opium Conference.

2. I note that the Convention will be binding upon this Government when ratified by His Majesty, and also the reservation made by the British delegates with reference to Article VII.

3. Referring to paragraph 4 of your despatch, I have the honour to inform you that at present the export of raw opium is absolutely prohibited to Macao, and only allowed to Trengganu and Siam under restrictions.

4. This Government has no information as to the countries which prohibit or restrict the import of raw opium, and I should be glad to be supplied with such information if it can be obtained.

5. With reference to Articles VI. and VII. of the Convention, this Govern- ment is at present taking steps to increase the price of chandu in a few weeks, and the fees for licences will also be increased from the 1st January next.
