Administrators of Southern and Northern Rhodesia stating that they ! do not consider that those territories should adhere to the Convention; enquires whether the Convention should, in these circumstances, be signed on behalf of the native terri- tories; and states that if the Pro- tectorates become parties to the Convention it will be pecessary to enact legislation.

Submits Ordinance 14 of 1912, giving effect to the provisions of the Hague Opium Convention, together with the Attorney-General's report thereon,

Transmits copies of the report of a small committee appointed to report on the use of opium, morphia, and cocaine; states action which is being taken on it; and points out that if the recom- mendations of the Committee are carried out, the requirements of the Convention will be fully met.

regard the provision of the Conven- tion relating to export as having no application to New Zealand; but points out that acceptance of the Convention binds New Zealand to enact legislation in common with other parties, and no distinction can be drawn between provisions which may be necessary in local circum- stances and those which are not.

Western November 13 States, in reply to No. 121, that the fact that there are no opium consumers in the Gilbert and Ellice and Solo- mon Islands Protectorates is not a valid reason for postponing legisla tion to give effect to the Convention; and considers that King's Regulations should now be enacted on the lines suggested in No. 112.

Reports that there will be no objection to the Convention being signed on behalf of Basutoland, Bechuanaland Protectorate, and Swaziland; encloses copies of correspondence respecting the adherence of Southern Rhodesia: and states that information as to the decision of Northern Rhodesia hus not yet been received.

December 5: Transmits draft of a despatch to His Majesty's Minister at the Hague in- structing him to sign the Opium Con- vention on behalf of the Dominions, Colonies, &c., indicated.

Transmits the Opium Ordinance No. 58 of 1912, together with copies of the Attorney-General's report thereon and a minute by the Collector of Customs recommending that it be not brought into operation before the 1st of July: and requests instructions as to whether an amending Ordinance to remedy the defects pointed out by the Attorney- General" should be introduced, and whether the recommendation of the Collector of Customs should be carried out.

States that the report forwarded in No. 142 has been read with interest : expresses appreciation of the care and thoroughness of the investigation; approves the recommendations, and concurs in thinking that if adopted they will fully meet the requirements of the Convention.

Transmits copies of Nos. 105, 117, and

and 140, and considers that, under the eircumstances, it is unnecessary to sign the Convention on behalf of the native territories.

States, that the Foreign Oflice is being informed that under the circumstances

it appears unnecessary that the Con- vention should be signed on behalf of the native territories of Basutoland, Bechuanaland Protectorate, and Swa- ziland.
