of the Secretary of State for the Colonies, in connection with his despatch of the 11th July last, the attached documents are appended to this Minute :-
(1.) A schedule showing-
(a) the number of shore factories at present in operation;
(b) the number of leases at present held from the Union Govern- ment under authority of which whaling establishments may be commenced at any date;
(c) the number of floating factories which, according to present. information, are working off the coasts of the Union.
(2.) A copy of the Cape Fisheries Ordinance, No. 12, of 1911.*
(3.) A copy of the draft regulations proposed to be issued under Ordinance,
No. 12, of 1911 (Cape).
(4.) A copy of Act 31, of 1906 (Natal),† for the control, conservation, and
protection of coast fisheries.
(5.) A copy of Government Notice, No. 17, of 1907, containing the regu- lations now in force under the Coast Fisheries Act, 1906 (Natal).
(6.) A copy of the Fisheries Law Amendment Ordinance, 1912.*
(7.) A copy of the amendments proposed to be made to Government Notice.

(8.) An extract showing the usual form of lease adopted for whaling sites
in the Cape.
(9.) A copy of the usual form of lease adopted for whaling sites in Natal. There are no laws in force within the Union under which the operation of floating whaling stations can be regularised or controlled.
With regard to the proposal that steps should be taken with a view to con- vening an International Congress to consider the question of the protection and pre- servation of whales, Ministers have further the honour to state that they are fully in accord with the policy which would permit of the establishment of an international close season for whaling purposes, and of any other measures which it may be found possible to introduce by international agreement for the purpose of guarding against the destruction of whales.
