Transmits copy of a letter from the Board of Trade respecting a suggested international agreement for the pro- tection of whales, with draft of reply. Submita, in reply to Nos. 3 and 4, observations on the necessity for an international agreement; agrees that restriction of the issue of licences and the grant of leases would not give rise to valid claims for compensation, but thinks that it would be expedient to proceed gradually; encloses com- plete lists of holders of licences and leases in the dependencies of the Falkland Islands.

Points out that the Governor appears to overlook the question of migration, and that the question of the extent of the area from which the whales come can only be decided by scientific observation.

Transmits copy cf correspondence with the Foreign Office and asks for obser- vations.

Reports as to the destruction of female whales at South Georgia, and as to the possibility of distinguishing the female from the male before capture.

Report on the whaling operations at South Georgia during the whaling season, 1st October, 1911, to 31st March, 1912.

Colonial Secretary forwarding report by the Minister of Marine and Fisheries on the protection of whales, and stating that Ministers concur in the suggestions made in the report.

Reports information received from Ministers in reply to No. 7; the industry does not warrant the expense of sending a representative to the proposed conference, but the Dominion could be represented by the High Com- missioner or one of his officers.

States that no serious opposition is likely to be made from interested firms in this country to the measures suggested in No. 6; encloses copy of a memorandum showing the extent to which the whaling industry is developed in this country.
