This expenditure does not include the amount expended by the Public Works Department on swamp drainage at Kampala, no that expended under the Municipal Vote by District Commissioners on sanitary work in townships which includes the clearance of under- growth, &c.

In addition to the above prison labour is frequently employed on petty anti-malarial measures in townships.

(g) Is quinine distributed regularly in schools?--

No. Only in certain schools when children have fever.

(h) Measures taken against these diseases.-

Formation of anti-mosquito gangs in certain townships. Clearance of grass and undergrowth in townships and compounds. Inspection of compounds, &c., for empty tins, broken bottles, &c.; mosquito larvae in water vessels, guttering, &c. Planting of short French grass, improved wire-gauze protection to houses, instruction of military and police in anti-mosquito work, distribution of the card danger of mosquitoes" issued by the Liverpool School of Tropical Medicine and other anti-mosquito literature, &c. No measures in native shambas.

(i) Housing of the poor.—

None.

(j) Any exceptional increase or decrease of these diseases recently noticed.— A larger number of cases have been treated for malaria and a larger number for general diseases. The percentage of natives treated for malaria is slightly higher and that of Europeans slightly lower. There has been no exceptional increase or decrease in mosquito-borne diseases.

I HAVE the honour to transmit to you, for your information, the accompanying copy of a paper* which has been presented to the Legislative Council of Trinidad, containing reports by the Surgeon-General of that Colony and the Medical Officer of St. Joseph on the subject of the use of salvarsan (606) in the treatment of yaws at the St. Augustine Yaws Hospital.

In view of the importance of the question of the value of salvarsan in the treatment of yaws, I considered it desirable to refer this report to the Advisory Committee for the Tropical Diseases Research Fund, who are of opinion that the drug is undoubtedly of great value in the treatment of the disease, but that this method of treatment is not yet free from risk, and they do not desire to advocate its immediate adoption for all cases without waiting for the result of further research and experiment, and careful consideration of all the information available on the subject. In this connection I would invite your attention to the report on the treat- ment of yaws by this remedy in St. Lucia, which is contained in the last annual- report of the Tropical Diseases Research Fund Advisory Committee (Cd. 6024), copies of which have already been forwarded to you, and I enclose a print of a report on the result of experiments made in Nevis by Dr. J. N. Rat with the same treatment.

I HAVE the honour to acknowledge the receipt of Sir Bickham Sweet-Escott's despatch, No. 81, of the 20th February,§ forwarding a report by Dr. J. N. Rat on the results of experiments made by him as to the treatment with salvarsan (606) of persons suffering from the disease of yaws.

I caused Dr. Rat's report to be referred to the Advisory Committee for the Tropical Diseases Research Fund, who have read it with interest, and noted with satisfaction the results which he has obtained.

3. The Advisory Committee, however, are clearly of opinion that it is not yet possible to approve for the present the compulsory treatment with salvarsan of persons suffering from the disease, as the drug cannot be said to be absolutely free from risk. In this connection I think it may be useful for you to have a copy of the reply which I have sent to a despatch from the Governor of the Windward Islands on the question of the treatment of yaws in the Island of St. Lucia.

4. I also enclose copies of the Report laid before the Legislative Council of Trinidad to which reference is made in that despatch.
