definitely, after twelve years' experience in teaching, that owing to the great increase of knowledge the present courses (in which tropical medicine is taught with a small admixture of tropical sanitation) are no longer sufficient. The time allowed (three months) is scarcely long enough for tropical medicine alone, and the result is that the other branch is almost crowded out and cannot be adequately taught. We have long been considering this departure in Liverpool, but have been kept back by certain practical difficulties. These, however, can be surmounted if Government moves in the matter.

(2) That it would be of advantage to the inhabitants of the Colonies, especi- ally of the smaller ones, if their Governments would consent to refer for advice on sanitary matters to some expert central Committee like Advisory Medical and Sanitary Committee for Tropical Africa.. doubt whether all of the tropical Colonies possess within their own borders, or indeed can be reasonably expected to possess, sufficiently expert advisers on such a large and difficult subject as tropical sani- tation, especially until Suggestion (1) has been adopted. (3) That every Colonial Administration should, I think, be provided with a proper Medical and Sanitary Department, with a specially-qualified head and an efficient office, and should publish a proper Annual Medical and Sanitary Report.
(4) That the present Returns of mosquito-borne diseases may, I think, be dis- continued after the current year by such Colonies as have adopted the Model Annual Medical and Sanitary Report. Where they are continued, however, they should furnish full and accurate information on the whole subject. There is no reason why any Colony or Protec- forate should be unable to compile them.
