WORK OF THE COLONIAL OFFICE STANDING COMMITTEES.

MEMORANDUM.

Recent re-arrangement of the staff of the Colonial Office makes it desirable to re-adjust certain of the work provided for under the reorganisation scheme of

1907.

The Standing Committees will, as heretofore, comprise representatives of each Department of the Crown Colonies Division, Mr. Fiddes being Chairman.

It will be the duty of the head of each Department to refer papers to the appropriate Committee, with such minutes by himself or his staff as he may think necessary. Papers will not be referred to the Committees by anyone except the head or acting head of a Department.

The reports of the Committees will be sent to the head of the Department concerned, who will, in the usual way, either direct action to be taken at once or submit the report with his recommendations to the Assistant Under Secretary in charge of the Division.

The Committees will be constituted as follows:-

1.—Patronage and Promotion.

Mr. Fiddes, Chairman.

The Chief Clerk or The Senior Clerk of the General Department.

The Principal Clerks of the various Crown Colonies Departments or such member of each of the Departments as the Principal may delegate for any particular meeting.

One of the Private Secretaries to the Secretary of State.

The Legal Adviser will attend when judicial and legal vacancies are on the

agenda,

2.-Finance, including Currency.

Mr. Fiddes, Chairman.

The Principal Clerks of the various Crown Colonies Departments or their

representatives (appointed as above).

3. Concessions and Railways.

Parliamentary Under-Secretary, Chairman.

The same members as the Finance Committee, with the addition of a Crown

Agent.

The clerkship of the Patronage Committee is to be held by one of the Second Division Clerks or minor staff officers. Mr. Hunter is the present Clerk. There is one clerkship for both the Finance and Concessions Committee, to be held by one of the Second Division Clerks or minor staff officers. Mr. H. T. Allen holds it at present.

Of the extra subjects to be dealt with in the General Department under the reorganisation of 1907 only the following are now to be sent to them :—

Audit (questions of amending or interpreting the Audit Regulations). Immigration (indentured coolie).

Patronage and promotion.

Pensions (of Governors, intercolonial cases, and cases which raise general

principles).
