my absence from the Colony, and that I was not aware that the information required by paragraph 3 had not been supplied.
3. Apart from the steam ploughs (four in all) belonging to Bendals Estate and to the estates controlled by Messrs. Henckell, Du Buisson and Company, which can be used for traction purposes, the only system of mechanical transport in Antigua is that employed in connection with the Gunthorpe's central sugar factory. To this system of mechanical transport reference was made in the third paragraph of the report by the Colonial Engineer, a copy of which formed enclosure No. 1 in my despatch, No. 40, of the 28th January, 1908.*
4. As it was not possible for the Government to furnish the information which should be inserted in the table annexed to your Lordship's circular despatch of the 28th May, 1909, I caused the enclosed letter to be sent to Mr. L. I. Henzell, the local manager of Gunthorpe's sugar factory, asking him to be so good as to furnish the necessary figures, and explaining at the same time that the information was required for transmission to the Secretary of State. enclosed copy of Mr. Henzell's letter of the 7th instant shows that he is unable to supply the information asked for. Having regard to the very considerate manner The in which the Antigua Sugar Factory, Limited, has been treated always by the Government and to the large sum of money contributed from Imperial funds to the establishment of the central sugar factory (see agreement with Crown Agents of 26th October, 1903), I do not think that it was too much to expect that its local manager should supply the information desired by your Lordship.
5. I suggest that a copy of this despatch should be sent to Mr. Geo. Moody Stuart at 18, Laurence Pountney Lane, London, E.C., and that he should be invited to obtain the information which the local manager of the Company has declined to supply.
6. The clue to the somewhat enigmatic terms of Mr. Henzell's letter is to be found in the fact that Mr. Henzell was fined recently £1 for non-attendance as a juror at the session of the Supreme Court, and that after I had obtained a report by the Chief Justice on an application which he made to me for the remission of the fine I caused him to be informed that I regretted that I was unable to grant his request.

I AM directed by the Governor to forward to you the enclosed copy of a table relating to the approximate cost of the running and upkeep of mechanical transport vehicles and to say that His Excellency would be greatly obliged if you would be so good as to return the table with the blank columns filled in so as to show under each item the figures arrived at as the result of your actual experience at Gunthorpes in connection with this description of service.

2. The particulars already inserted in the table have been drawn up on the basis of experience gained in the working of mechanical transport vehicles in England.
3. The local information required in regard to this matter is for transmission to the Secretary of State for the Colonies, and His Excellency would be glad to be able to furnish it by the next mail.

I HAVE the honour to acknowledge the receipt of your Lordship's despatch "Miscellaneous patch of the 29th May, 1909,† in which your Lordship has asked to be supplied of the 29th April last,* calling attention to your circular des- with a table showing the approximate cost of running and upkeep of mechanical transport vehicles in this Colony.
2. No system of mechanical transport has been introduced in this island, but a few of the merchants in Port of Spain have, within the past few years, imported motor' lorries, the particulars as to the cost of upkeep and running of which are given in the enclosed copy of a tabulated return, which the Director of Public Works has prepared with the assistance of the owners of these lorries.
3. I regret that a reply to your Lordship's despatch was not sent at an earlier date, but the Director of Public Works has experienced considerable difficulty and delay in obtaining the information which has enabled him to furnish the above
return.
