the same efficiency which has marked its conduct of the duties already imposed upon it.

6. From the wealth and variety of material at its disposal, no country is in a better position than Great Britain to establish a bureau of this kind, which would add considerably to the scientific prestige of the nation and still further secure to it the leading part which it is taking in this field of work.

7. For the purpose of increasing the sphere of the bureau's usefulness, it would be necessary to increase the revenue at its disposal, and Lord Crewe hopes that it may be found possible to obtain an annual income of some £3,500 a year for this purpose. His Lordship has it in mind that the Imperial Government and the Government of the Soudan should contribute about £1,500 and the principal Colonies about £1,000, and he would suggest that the Government of India might be asked to furnish £1,000. He would be grateful if Lord Morley would consider whether this proposal could be recommended for favourable consideration to the Indian Government. If the Indian Government were prepared to co-operate, Lord Crewe would welcome such representation of the India Office on the Managing Committee as Lord Morley might desire, and the distribution of the publications of the bureau would be extended to all officers in India to whom such distribution might be recommended by the Indian Government.

MINUTES OF MEETING OF ADVISORY COMMITTEE FOR THE SLEEPING SICKNESS BUREAU, HELD ON 30TH APRIL, 1909, AT 4.30 P.M.

The Minutes* of the meeting of 6th March were approved.

2. Dr. Bagshawe explained that at present the Germian Government received 10, and the French and Portuguese Governments 6, copies of each of the publica- tions of the Bureau gratis, while the Belgian Government desired 52 copies. It was agreed, after discussion, that the number of free copies should be fixed at 10, and that for any number of copies in excess of that number payment should be required.

3. Dr. Bagshawe proposed that, in order to facilitate the work of compiling a map to show the distribution of the tsetse fly, duplicate maps be sent out to each Colony or Protectorate and the Soudan, with a request that steps should be taken through medical officers and administrative officers, as far as possible, to obtain accurate information as to the places where tsetse fly had been found,, and also where, after search, no fly had been discovered. In a few months much information could then be collected and sent home. He contemplated the Principal Medical Officer in each case being entrusted with the collection of the results and the pre- paration of the map of the Colony in accordance with the results, while the Director -would utilise the results in the tsetse-fly map of Africa which it was part of his duty to prepare. The Advisory Committee decided to recommend the proposal to the Secretary of State.

2. Lord Crewe has approved the minutes, and I am to invite attention to the resolution that foreign Governments should be requested to make payment for any number of copies of the publications of the Bureau which they require in excess of ten.

3. The Director of the Bureau has been asked to communicate in due course to your Department the duplicate maps referred to in the last paragraph of the minutes for transmission to the Governor-General of the Soudan, and Lord Crewe will be glad if, provided Sir Edward Grey sees no objection, the Governor-General can be requested to issue instructions in the sense suggested by the Managing Committee.

IN continuation of the letter from this Office of the 7th of May,† I am directed by the Earl of Crewe to request that you will inform Secretary Sir Edward Grey that the Director of the Sleeping Sickness Bureau now reports that he does not think it necessary to communicate with the Government of the Soudan with a view to obtaining information as to the distribution of tsetse flies in that Province.

2. Dr. Bagshawe explains that he has had fly maps sent to him from the Soudan, and that steps are already being taken to procure the information which is'desired.

WITH reference to paragraph 3 of my circular despatch of the 21st of July, 1908, I have the honour to transmit to you the accompanying copy of a memorandum which has been drawn up by the Director of the Sleeping Sickness Bureau on the subject of the preparation of maps to show the distribution of tsetse flies in Africa.

2. I am advised by the Managing Committee of the Sleeping Sickness Bureau that in order to accelerate the preparation of the general map, showing the distribu- tion of tsetse flies in Africa, it is desirable that steps should be taken to obtain the information indicated by Dr. Bagshawe, and I shall be glad if you will be so good as to cause steps to be taken to secure that all possible information may be obtained by medical officers or others, and may be collected in the office of the Principal Medical Officer and embodied on the map sent herewith.
