The town at present is suffering severely from plague, as many as an average of 23 cases per day being reported, and I think, on health grounds, would be an undesirable place for the establishment of an emigration depot, conducted directly under the supervision of Government, notwithstanding that the small sub-depôts of our present agents are established in the town.

3. The most suitable places which I visited outside the town were four, including two gardens, surrounded by walls, built some years ago by former Rajahs for resort in the afternoons. They contained small houses, and could probably be leased for 50 rupees per month, say, £40 per year. The walls would, however, require to be raised some three or four feet, in order to protect the grounds from the inroads of monkeys, with which the place is infested, and also to restrain the coolies temporarily residing in the grounds.

(a) One of these gardens is under the control of the Court of Wards and the Deputy Commissioner of Fyzabad mentioned that it was doubtful whether as a trustee he would consent to deprive the children who were his wards from having their daily outing in the garden which they would be denied if the place was rented as a coolie depôt. He would, however, let me know definitely when I was in a position to treat.

(b) The other garden property belongs to a wealthy Babu, who is on the point of death, and on whose demise the property will come under the Court of Wards, as the heir is a minor, and will probably remain so for the next seven years.

Both the above properties were situated one mile from Fyzabad City Station.

I would here mention in passing that the Deputy Commissioner had so far heard nothing in connection with the selection of Fyzabad as a place which the Indian Government were considering as a probable Central Emigration Agency.

(c) The third property is cultivated land, belonging to Government, situated between the Begum's Tomb and the railway line, and close to Fyzabad principal station, and not far from the Government Offices where intending emigrants are registered. It consists of ten acres, but it would not be necessary to take the whole. The Deputy Commissioner considered this the most desirable of all the places in Fyzabad, and said, if selected, he would do his best to give a lease of it on the most reasonable terms. This would probably amount to a rental of £5 per acre per annum to Government, in addition to compensation to cultivators who at present are in occupation of the land. This compensation would depend largely on the time of year and surrounding circumstances, and would probably not exceed a payment of £50 to £75, if five acres were taken.

(d) The fourth piece of land, which is cultivated, and situated between the military parade-ground and the high-road, is private property, for which I was told the rental would be about £1 per acre, but I think there must be some mistake
