WITH reference to your despatch, No. 31, Consular, of 16th July last, and to
The Hague, 3rd December, 1912. previous correspondence respecting British Indian emigration to Surinam, I have the honour to report that I have received a note from the Netherlands Minister for Foreign Affairs stating that, as a report from the Dutch Consulate-General at Calcutta on the subject of the recruiting of British Indian coolies for Surinam only reached His Excellency during the second half of October last, some time must elapse before he is able to reply to my notes on the question, as the report has now been submitted to the Governor of Surinam,
Monsieur van Swinderen adds that the Minister of the Colonies has requested the Governor of Surinam to telegraph his reply.

WITH reference to your letter Public J. & P. 703, of February 26th last, I am directed by Secretary Sir E. Grey to state, for the information of the Secretary of State for India, that, so far as he is aware, no reply has yet reached His Majesty's Minister at The Hague from the Netherland Government to the representations made by Sir A. Johnstone on the subject of the proposed amalgamation of the labour recruitment agencies at Calcutta.
A copy of your letter has, however, been forwarded to His Majesty's Minister with instructions to renew his request for a reply from the Netherland Government.

I HAVE the honour to acknowledge the receipt on the 1st instant of your despatch, No. 334, of the 20th December last,† respecting the Fiji Emigration Agencies at Calcutta and Madras, and to transmit for your consideration a copy of a minute by the Agent-General of Immigration.

I desire to invite special attention to the comments made by Mr. Coates in regard to the amalgamation of the Madras Agency, and to state that I share his opinion that the recruiting of labourers for this Colony should not be restricted to the Southern Provinces of India.
