to the Director of Colonial Audit, to whom, in the case of candidates obtained from outside sources, reports as to their fitness will also be made at the end of six months and on the completion of twelve months' probation.

7. Members of the local general clerical staff will not be required to serve any further period of probation than that which was required as a condition of their original appointment, but if, after trial, the Auditor considers that any member of the general clerical staff who has been assigned to the local audit establishment is unsuited for audit work, he will report the matter to the Governor with a view to his transfer to another Department on a convenient opportunity. In such a case the circumstances will be reported by the Auditor to the Director of Colonial Audit.

8. The local discipline of Auditors and Assistant Auditora in any Colony will be under the control of the Governor and will be subject in all respects to the Rules contained in Section 5 of the Colonial Regulations.

9. Auditors will be responsible for the discipline and efficiency of the local audit establishments, and will bring to the notice of the Governor and of the Director of Colonial Audit as soon as possible any dereliction of duty on the part of any of their subordinates.

10. On or about the 31st December in each year Auditors will prepare a Qualification Report on the approved form, in respect of each Assistant Auditor serving under them, and will forward such reports, under confidential cover, to the Director of Colonial Audit.

11. Members of the Colonial Audit Department are not per- mitted to undertake executive or administrative duties or to take part in the legislative work of a Colony, except with the special authority of the Secretary of State. If, however, Auditors are called upon for their advice or opinion on any matter affecting the finances or accounts of the Colony they will render such assistance as may be in their power.

12. Members of the local audit establishments will not serve on boards of survey or other similar boards except in cases of necessity and when specially requested to do so by the Governor. 13. All documents furnished to the Colonial Audit Department are to be regarded as strictly confidential, and no information is to be given nor communication of any kind to be made outside the Department except with the sanction of the Director of Colonial Audit or, in the Colonies, of the Auditors.

14. Any communication to the public press, whether direct or indirect, of information obtained by members of the establish- ment through their official position or from official documenta will be regarded as a grave breach of duty.

15. Official documents are not to be taken out of the local audit offices without the sanction of the Auditors.

16. The leave of absence of Officers of the Colonial Audit Department in each Colony will be granted by the Governor according to the Regulations in force for other public Officers in the same Colony.

17. Before submitting applications for leave of absence the Auditors will, in each case, first obtain the concurrence of the Director of Colonial Audit. Colonial Audit will be made in sufficient time to admit of a Applications to the Director of reply by post, but, if for any special reason this is not possible, they will be forwarded sufficiently early to admit of a reply by telegram. If in the latter event an immediate reply is not received in any particular case it may be assumed that the appli- cation is concurred in.

18. On arrival in England, on leave of absence, Auditors and Assistant Auditors will comply fully with the general Regula- tions applicable to other Colonial Officers in regard to reporting their arrival and, in addition, will report their arrival to the Director of Colonial Audit notifying their permanent address while on leave.

19. The leave of absence of the subordinate staff will be in accordance with the local Rules and Regulations. Applications for leave will in each case be submitted by the Auditor for the concurrence of the Governor and all leave granted will be noted in the monthly Attendance Returns furnished by the Auditor to the Director of Colonial Audit.

20. In the absence of special instructions the hours of official attendance in the local audit offices will conform, as far as cir- cumstances permit, to those of other public offices in the same Colony.

21. Returns of the attendance of all members of the local audit establishments will be furnished by the Auditors to the Director of Colonial Audit at the end of each month.

CONDUCT OF BUSINESS.

22. Auditors will correspond with the Director of Colonial Audit, in the manner referred to in the succeeding Rules, ou departmental matters and on technical questions relating to the accounts. Communications dealing with important questions involving matters of principle or which may necessitate revision of existing Rules or Regulations will be, however, in the first instance addressed to the Governor and copies of such communica- tions will be forwarded by the Auditors for the information of the Director of Colonial Audit.

23. All official communications between the Director of Colonial Audit and Auditors will be sent under flying seal for perusal by the Governors, who, should they so desire, will be furnished with confidential copies for their personal information. 24. Auditors will in each Colony forward all official communi- cations addressed to the Director of Colonial Audit to the Governor in such manner as he may direct and will furnish him with any further information he may require as to the matters therein dealt with.

25. All correspondence between the Director of Colonial Audit and Auditors will be accompanied by schedules (which will be numbered serially each year) recording the number, date, and subject of each letter therewith transmitted. These schedules will be filed and will constitute a complete record of the receipt. of all such correspondence.
