required to state their destination and such other details as may from time to time be required.

7. The local authority as aforesaid may refuse at his discretion to issue such pass.

8. Natives or Asiatics employed by trading firms or individuals within the district for the transport of goods shall not be permitted to carry such goods beyond the limits of the Protectorate.

9. Asiatics and natives in transit through a district shall, after having passed through a station of entry, be required to report themselves to the Resident of the district, and they must obtain a permit to leave the district; and they shall be required to furnish the Resident with their place of destination and such other details as may be required from them; and they shall travel through the district only by such routes as the Resident shall specify.

10. At each station of entry a pass register shall be kept in which shall be entered the description and destination and such other details as may be from time to time specified concerning all persons passing through or presenting themselves at stations of entry. The form of such register shall be as laid down in Schedules IV. 11. The local authority may detain and order the examination for human trypanosomiasis of any person or persons suspected of having come from an infected area or of being infected by human trypanosomiasis.

12. Any local authority may enter any house, village, compound or inclosure and examine every inmate thereof or any person found therein. person wilfully absenting himself from such examination or obstructing such entry Any inmate or or examination or assisting other persons to escape shall be considered as having acted in contravention of these rules.

13. Any person found infected with human trypanosomiasis shall be removed by order of the local authority to such segregation settlement, hospital or other place as may from time to time be determined upon.

14. The Resident of the district shall have power to order the removal of the inhabitants of any hut, settlement or village who may be declared by a Medical Officer to be infected with human trypanosomiasis, or to be situated within the "Fly" range, or in proximity thereto, of glossina palpalis or such other species of glossina as may from time to time be determined upon, to such place or places as may be selected, and they shall so remove forthwith.

15. In case of disobedience to such an order the Resident may, after due warning, destroy such hut, settlement or village and remove the inhabitants thereof in custody.

16. Headmen of villages and owners of huts shall be held responsible that natives coming from outside the Protectorate from an infected area do not remain in the vicinity of such village or huts unless in possession of a permit certifying that they are free from infection. Headren of villages shall report the arrival of all such natives without delay to the nearest District Officer.

2-Rules for Lake Traffic.

17. "Ship" includes every description of vessel used in navigation.

Master "includes any person having or taking charge or command of a ship. 18. All ships on arrival at the ports or roadsteads of Karonga and Fort John- ston shall fly the yellow quarantine flag, and the master shall not permit any of the passengers or crew to leave the ship, nor shall such ship leave the port or roadstead until the local authority has boarded it and given "pratique."

19. The master shall on arrival at the ports or roadsteads of Fort Johnston or Karonga furnish the local authority with a certified list of all persons on board, both passengers and crew, which list shall specify the place from which they originally started, destination, and such other details as may from time to time be required.

20. All persons travelling on Lake Nyasa on ships coming from foreign ports or from ports of any district specified in Schedule I., and who seek entry into the Protectorate, shall be examined for human trypanosomiasis at Karonga or Fort Johnston by a Medical Officer.

21. No person coming from a foreign port, or from a district specified in Schedule I., shall be permitted to land at any British port on Lake Nyasa, unless such person is in possession of a permit issued by a Medical Officer at Fort Johnston or Karonga certifying that he is free from infection by human trypanosomiasis.

22. All persons travelling on ships coming from foreign ports or from ports of

any district specified in Schedule I., and desiring to land at intermediate ports between Karonga and Fort Johnston, shall on arrival at their port of destination report to the Officer in charge of the nearest Government Station, or other duly authorised person, and shall produce for inspection their permits as provided in Rule 21 certifying that they are free from human trypanosomiasis.

23(1.) Any person travelling on a ship on Lake Nyasa who is suspected of being infected with human trypanosomiasis may be detained at any port inter- mediate between Karonga and Fort Johnston by order of the Resident or any person duly authorised. Every person so detained shall be dealt with in the manner provided in Rule 4 or as near thereto as may be.

(2.) Every master shall, when called upon so to do at any port, produce for the inspection of a Resident or any person thereto duly authorised the list of all persons on board prescribed in Rule 19.

24.

In the event of any person travelling on a ship on Lake Nyasa being found infected with human trypanosomiasis and for that reason refused entry into the Pro- tectorate, the master shall be required to carry such infected person back to the port (other than a British port) at which he embarked.

25. No dhow or canoe navigated by Asiatics or natives shall ply in the waters adjoining the district or districts specified in Schedule I., unless it has been regis- tered and a permit to ply obtained from the Resident.

26. A dhow or canoe registered under the preceding rule shall have its registration number on some conspicuous part thereof in numerals of not less than six inches in length.

27. All dhows or canoes navigated by Asiatics or natives trading with German territory shall land their passengers at the following stations of entry only, viz. :- Songwe, Karonga.

28. Owners of dhows or canoes wishing to ply to foreign ports shall be required to obtain from the Resident an authorisation in writing to do so.

3.-General Powers and Penalties.

29. The Resident of any district not specified in Schedule I. may, if he has reason to believe that any person within his district is infected with human trypanosomiasis, order such person to be detained and medically examined, and in such case shall follow the procedure laid down in Rule 4 hereof as near as may be.

30. Any person, whether European, Asiatic or native, who

(1.) Wilfully violates any of the above rules or any amendments thereof, or (2.) Wilfully obstructs any person acting under the authority or in the

execution of these rules or any amendments thereof,

shall be liable on conviction to a fine not exceeding £100, or to imprisonment with or without hard labour for a term not exceeding one year, or to both fine and imprisonment as in "The Epidemic and Contagious Diseases Amendment Ordin ance, 1908," provided.
