Pardon of Offenders
Royal Assent.
Convening Legislatures, and pro- roguing and dissolving.

less take effect provisionally pending such Appeal, and until the same shall
be decided, and the Result signified to the Governor :
(5.) The Power, in the Name and on behalf of Her Majesty, of granting to any Offender convicted of any Crime in any Court of Justice or before any Judge or Magis- trate within such Province, a Pardon, either free or subject to such Conditions as may by Law be annexed to such Pardon, and of respiting the Execution of the Sentence of any such Offender for such Period as to the Governor may scem fit, and also of remitting the whole or any Part of the Punishment to which such Offender may be sentenced, and of substituting, for any such Punishment, if Capital, any other Punishment which by the Law of the Province might have been imposed for the same or any less Offence, and of remitting any Fines, Penalties, or Forfeitures whereof the Proceeds may be payable to the Use of Her Majesty or of the Provincial Treasury:
(6.) The Power, subject to the Provisions herein-after contained, of assenting, in the Name and on behalf of Her Majesty, to any Bill passed by the Legislative Body or Bodies of the Provincial Legis- lature, or of withholding his Assent therefrom, or of reserving any such Bill for the Signification of the Royal Pleasure thereon:
(7.) The Power, in the Name and on behalf of Her Majesty, and in the legal or accus- tomed Manner, of convening, summoning for the Despatch of Business, proroguing, and, so far as the Laws and Constitution of the Province may permit, of dissolving the Legislative Body or Bodies:

(8.) The Power of exercising, in the Name and Lands, on behalf of Iler Majesty, all such Powers as by Law are exerciseable by Her Majesty in respect to the granting
or disposing of any Lands within the Province:
(9.) The Power, as often as the Governor is by Comunander-
Commission appointed to be Captain in-Chief,
General or Commander-in-Chief of the Province, but not in any other Case, of dismissing and disbanding by Proclama- tion, in the Name of Her Majesty, and also (subject to any Law, which from Time to Time may be in force in the Province) of calling out by like Procla- mation, any armed Force employed within the Province, under Authority of the Legislature thereof; and no Appoint- ment of any Officer in any Force so employed, nor any Regulation respecting the Conduct or Discipline thereof, shall be valid unless such Appointment shall be made or such Regulation made or approved in Writing under the Hand of the Governor.
6. The Governor of every Franchised Colony Powers of (not being a Province) shall (subject as herein- Governors of before mentioned) possess the following Powers: Colonies.
Franchised (1.) The Power of keeping and using the
public Seal of the Colony:
(2.) The Power, by Writing under his Hand, or in such other Form as inay be prc- scribed by his Instructions, or by the Law of the Colony, of appointing pro- visionally all Officers who may lawfully be appointed by Her Majesty, and of suspending from the Exercise of their respective Offices all Persons holding such Offices during Her Majesty's Plea- sure; provided that Her Majesty, through One of Her Principal Secre taries of State, may disallow and cancel (0.52.)
