Governor's Office, Nairobi, April 8th, 1909. In obedience to instructions contained in your Lordship's circular of March 5th, 1909, I have the honour to transmit herewith a report on the working of the Survey Department for the year 1908-09, together with covering letters from Captain Knox and the Commissioner of Lands.

Your Lordship will observe that, owing to the absence from headquarters of the Director of Surveys and to lack of time, the report has been prepared by Captain Knox, who has been obliged in many cases to insert approximate figures only.

3. I agree with Colonel Montgomery that the amount of work done reflects great credit on those concerned.

ANNUAL REPORT on the Survey Department of British East Africa for the Year

ending 31st March, 1909.

Organisation of the Department.

1. The Department is organised under three main headings, viz., the Superin- tending Staff, the Trigonometrical and Topographical Branch, and the Cadastral Branch.

2. The Superintending Staff consists of the Director of Surveys, one white clerk and storekeeper, and one white assistant clerk.

The staff, correspondence, and stores of the Department have so much increased of late that this staff is found inadequate.

3. The Trigonometrical and Topographical Branch consists of three officers and six non-commissioned officers of the Royal Engineers, under Captain Knox. One of the non-commissioned officers has not yet been appointed.

As a rule two officers and two non-commissioned officers should be employed on major and minor triangulation, and one officer and four non-commissioned officers on tertiary triangulation and plane-tabling.

4. The Cadastral Branch consists of the Deputy Director, Mr. Townsend (in charge of the branch), an assistant, and 15 white and about ten Indian surveyors of different grades.

The Drawing Department, under Mr. Panting, is a sub-division of this branch, and its work includes drawing, computing areas, photographing plans, &c.

The clerical work of the branch is managed by an inadequate staff now com- posed of two white accountants and two Goanese clerks.
