5th February, 1909. HEREWITH is forwarded a report by the Instructor of the Survey School for the latter half of 1908 setting forth the work upon which the students have been engaged during that period.

I have examined the students periodically in most of the subjects men- tioned by the Instructor's report, and find that very satisfactory progress has been made.

3. In addition to book work the students have been trained in the elements of practical surveying, and have been given experience in both cadastral and topo- graphical surveying.

4. I have every confidence in Mr. Barnes's ability to teach both the elementary and advanced subjects of the Survey School curriculum.

Downing Street, 11 March, 1909. I AM directed by the Earl of Crewe to inform you that he is anxious to arrange for an inspection of the Survey Department of Southern Nigeria and of the school for native surveyors which has recently been established in connexion with the Department.

2. He will be greatly obliged if you will undertake this inspection, and he would prefer that you should in that case receive the same emoluments as in the case of your previous inspections of Colonial Survey Departments, that is to say, you would be provided with first-class passages during the voyages and free trans- port while travelling on duty in the Colony, and you would receive an allowance at the rate of £100 a month from the date of leaving England to the date of your return, but no other allowances. Lord Crewe has ascertained that there would be no objection to your receiving the allowance mentioned without prejudice to your pension from Army funds.

3. It is considered that the most suitable time for the inspecting officer to leave England would be about the middle of April, and if you are willing to accept the appointment I am to request that you will inform me whether that date would be convenient to you in order that the necessary arrangements for your passage to Southern Nigeria may be made.

to inform you that I am prepared to accept this appointment.

2. The date you name for my departure, about the middle of April, will be quite convenient to me.

3. Being on the Reserve of Officers the formal consent of the Army Council is necessary before I can take up any paid employment under another Government Department. I shall at once apply for this permission, which will doubtless be granted to me without question.
