3. I have taken the Barotse Valley proper to be that country lying along the Zambesi River from about 40 miles above Lealui on the north to Sinanga on the south, and bounded on either side by the Mosito or Sand Belts. It will probably prove to be not so wide as it is shown on the map.

4. I have cabled home for a copy of the map said to be attached to the agree- ment between the Company and Lewanika, dated 17th October, 1900. Possibly a more definite description of the Barotse Valley proper may be obtained from it. 5. Area No. 4 is defined in High Commissioner's Notice, No. 94, of 1907. 6. Area No. 5.-This was defined in Government Notice, No. 11, dated 5th May of 1908,

7. This area in the accompanying map is drawn in accordance with the description given in the notice. The headwaters of the Lalafuta River, however, are uncertain, and if taken as shown on the map at (A) the boundary line would have to return along itself to about Mukerere's village to continue further south down the Kafue-Zambesi watershed.

8. The description would be more definite if, instead of the words "head- waters of the Lalafuta, thence south along the Kafue-Zambesi watershed" the 11 were words "Kafue-Zambesi watershed, thence southwards along this watershed substituted. I think that whilst the map itself is so indefinite not much will be gained by publishing an amended notice.

2. Areas Nos. 1, 2, and 3 are only partial reserves in which, by the agreement mentioned in Section 30 of High Commissioner's Proclamation No. 1 of 1905, the Company is to use its best endeavours to preserve game as follows:-In No. 1 all game including the animals mentioned in Schedule 4; in No. 2, Lechwe, Sitatunga, and Pookoo; and in No. 3, Lechwe and Pookoo. No ordinary or special licence is granted to shoot protected game in these areas, but practically they can hardly be considered as reserves more than in the sense that they are reserved to Lewanika and his people. The boundaries are very indefinite and can only be definitely described when the country is better mapped.

I AM directed by the Earl of Crewe to request you to inform the Civil Service Commissioners that his Lordship has had under his consideration the question of the best method of selecting candidates for appointment to veterinary posts in the Crown Colonies and Protectorates.

2. Hitherto veterinary officers have been appointed by the Secretary of State in the exercise of his patronage, after consultation with the Chief Veterinary Officer of the Board of Agriculture and Fisheries, who has examined the professional qualifications of candidates. Lord Crewe, however, is advised that the institution higher of some form of open examination would tend to establish and maintain a standard of qualifications than exists at present, and to ensure that all officers appointed to the Crown Colonies would have attained a fixed amount of skill and experience.

3. Lord Crewe has ascertained that a considerable number of the Colonies and Protectorates would be glad to obtain veterinary officers (when the occasion arises) from candidates successful at such an examination; and he has also learnt that the Government of India would be glad to have the option of referring candi. dates for the Indian Civil Veterinary Department for examination in such cases as may be thought desirable.
