I HAVE the honour to acknowledge the receipt of your Lordship's despatch. marked "Miscellaneous," of the 15th ultimo,* calling my attention to the fact that circular despatch of the 26th February, 1907.† regarding veterinary appointments remains unanswered.

2. I regret that I have omitted to inform you earlier that there seems no prospect of this Government requiring a veterinary officer, but, should such an officer ever be required, I see no objection to his being taken from the list of suitable candidates mentioned in paragraph 10 of the circular despatch of the 26th Feb- ruary, 1907.

Government House, Stanley, 4 August, 1908. I HAVE the honour to acknowledge your despatch, Miscellaneous, of 15 June,* calling my attention to the fact that your predecessor's circular despatch of the 26 February, 1907,† on the subject of veterinary appointments remains unanswered. 2. I regret the oversight, but would explain that there is no Veterinary Department in this small Colony.

3. I am quite in sympathy, however, with your predecessor's proposals, and a note was made at the time the circular was received to the effect that when the office of the Chief Inspector of Stock becomes vacant hereafter it should be filled by a veterinary officer.

4. Acting on the generous offer contained in paragraph 17 of the circular despatch in question, I am forwarding to you, under cover of my despatch, No. 63, of the 3 August, certain samples of blood, &c., taken from diseased sheep on the Island of Weddell.

5. As there are no officers in this Colony with the qualifications necessary to properly investigate the cause and cure of animal diseases it is proposed, as in the case referred to above, to seek the advice of the Board of Agriculture and Fisheries when the need arises.

(No. 381.) MY LORD,

Governor's Office, Nairobi, August 3, 1908. In reply to your Lordship's circular despatch of 26th February, 1907, I have the honour to express my concurrence with the view that all candidates for veterinary appointments in this Protectorate should be required to pass the examination referred to in paragraph 10, and that, as a rule, no candidate whose name is not on the list referred to in paragraph 11 should be selected.

2. At present the commencing salary of all assistant veterinary officers is £400 per annum, and I do not consider it possible to obtain suitable men for less.

3. With regard to the concluding paragraph of your Lordship's despatch under reply, I would observe that all annual and other reports of special interest emanating from the Veterinary Department which contain all available information as to the nature of the stock diseases prevalent in this country are invariably sub- mitted to your Lordship's office.

4. I am further given to understand by the Chief Veterinary Officer that he personally seeks the advice of Mr. Stockman on veterinary matters when necessary. 5. As nearly all the officers of the Veterinary Department are appointed on the recommendation of Mr. Stockman and Sir John McFadyean, their qualifica- tions for investigating the diseases affecting stock should be sufficiently high.

Government House, Zungeru, 9 September, 1908. WгTH reference to Lord Elgin's circular despatch of the 28th February, 1907, and to your Lordship's reminder despatch, Miscellaneous, of the 15th June last, I have the honour to state that if in the future it is found possible to provide for the constitution of a Veterinary Department in this Protectorate, I consider it most desirable that the appointments should be made thereto on the lines laid down in the circular despatch above referred to. At the present time, however, I cannot see my way to recommend the constitution of such a Department in Northern Nigeria, as the revenue could not bear the cost of such a service.
