Leone for the information of the Secretary of State for the Colonies, and his pro- posed scheme of a veterinary service for Colonies and Protectorates, I have the following remarks to make:-

(1) As this work is entirely in line with the research work I have been engaged on during the last three months (from the point of view of the military transport question), which includes the discovery of extensive trypanosomiasis in cattle, with its distribution and methods of propagation by the Glossina Pallidipes in this Protectorate, I submit the following for your consideration :-

(2) I request that I may be appointed to carry out this survey, in which case, in order to meet its requirements, the present scope of my work would have to be con- siderably extended. If, as I understand, it is the wish of His Excellency the Acting Governor that this work should be started without delay, I would further request you to obtain the sanction of the General Officer Commanding, West Africa, for my employment, in addition, of course, to my other military duties, pending the final approval of the Army Council.

(3) With reference to financial considerations, I would require remuneration at the rate of twenty pounds a month. In addition to this I ask for three pounds a month for the trained laboratory assistant, and the cost of the animals must, of course, be defrayed by the Government.

(4) I would request that this payment for my services should start from the 1st January, 1907, for the following reason :—

My work, that is to say original research work, is already in a moderately advanced stage (on which point I would refer you to Colonel Bruce, C.B., F.R.S., R.A.M.C.), and naturally I am not disposed to hand over results of work that have cost me a great deal of trouble and labour to anyone else without some compensation.

In the event of my going home on leave I should understand that payment would be continued, provided of course that the leave was taken during my tour, as I should take animals to the Liverpool Tropical School for confirmation and further study, and I should visit the Pasteur Institute, the Veterinary College, and consult with the Board of Agriculture on various points, with a view to summarising most recent work as far as it is concerned with the special requirements of the Protectorate of Sierra Leone.

I should also investigate problems of meat inspection, dairy farming, stock

breeding, mule transport and the like.

(5) I request the favour of an early reply to the above application.

In reply to your letter of April 10th concerning the veterinary question, I attach a short report of my visit to the Karina district for His Excellency the Acting Governor, as requested.

I have just returned from a railhead visit with the General Office Commanding and found things very much the same up the line.

I would like to suggest, in order to save valuable time, that the sanction of the Army Council for my part services be obtained at home at the same time, by the Colonial Office, if they approve of the recommendations of His Excellency the Acting Governor.

Further, the fact that I was the first to discover and prove this animal disease
