NORTHERN NIGERIA.

Downing Street, December 22, 1906. I AM directed by the Earl of Elgin to inform you that His Lordship proposes, with the concurrence of the Board of Agriculture and Fisheries, to offer you, subject to your being passed as physically fit for service in West Africa, an appointment as a temporary veterinary officer in Northern Nigeria for the purpose of making a veterinary survey of that Protectorate.

2. The period of your employment in Northern Nigeria would be, in the first instance, for six months, which would, however, if found necessary, he extended to a period of twelve months' residential service in all. You would receive a salary at the rate of £400 year, together with free first class ocean passages to and from the Protectorate, and free transport in the Protectorate itself, but you would not be granted any other allowance. You would also be granted an honorarium of £200 for the first period of six months spent in Northern Nigeria, and so in proportion for any additional period of residential service.

3. If you are prepared to accept the appointment on these conditions, you should present yourself to one of the medical advisers of this office, whose names are given on the enclosed letter, for the purpose of being medically examined. The letter should be left with him, and his fee will be paid by the Government. He will send his report direct to this office.

4. I am to request that you will state whether you accept this offer, and, if so, that you will inform me of the earliest date at which you would be prepared to embark for Northern Nigeria.

I HAVE the honour to acknowledge the receipt of Mr. Antrobus's despatch, No. 44672/1906, of the 7th instant, with the copy of Colonel W. H. Brown's letter on the subject of the preservation of the elephant.

In reviewing my despatch of April 4th last§ in the light of its publication I regret the introduction of paragraph 17. It was unnecessary to embarrass the consideration of a weighty question by allusions appropriable as personal by gentle- men so sincere in their purpose and whom I so esteem as Colonel Brown and others also likely to apply my remarks to themselves.

Conscious of that mistake I can find no cause to further modify an expression of views based upon several years of close attention to the subject.

NORTHERN NIGERIA.

I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 24th of November,* in which the services of Mr. James Brand, F.R.C.V.S., were placed at His Lordship's disposal for a veterinary survey of Northern Nigeria, and to ask that the enclosed lettert offering the appointment may be transmitted to Mr. Brand.

2. The Board of Agriculture and Fisheries will observe that it is proposed to grant Mr. Brand a salary at the rate of £400 a year without any allowances instead of the salary of £250 a year with travelling and subsistence allowance, which was proposed in your letter. I am to explain that it is calculated that the additional sum of £150 a year will fully cover any expenses for travelling or subsistence which Mr. Brand may incur during his tour."
