SIR,
Downing Street, February 17, 1906. I AM directed by the Earl of Elgin to inform you that arrangements are at present being made, on behalf of the Colonial Government, to institute an enquiry into the various diseases of cattle and horses prevalent in the Gambia, and that for this purpose the services of a competent veterinary surgeon will be required for a period of about three months,
2. The name of Captain A. Todd, A.V.B., has been suggested to Lord Elgin in this connection, and his Lordship desires me to enquire whether the Army Council will consent to the services of this officer being lent to the Colonial Government for the period mentioned. I am to explain that if Captain Todd is finally selected it is proposed that he should receive, in addition to the equivalent of his Army pay and allowances, which would be refunded to the War Office, a gratuity sufficient to bring his total emoluments for the period of three months up to £200. The cost of passages and other incidental expenses would be borne by the Colonial Govern- ment.
3. It is understood that Captain Todd would be willing to accept this em- ployment, and I am to request that if the Army Council agree to the proposal, he may be invited to place himself in communication with Mr. S. Stockman, M.R.C.V.S., Chief Veterinary Officer in the Department of the Board of Agriculture and Fisheries, who will make arrangements with him regarding the necessary scientific outfit and materials.

Downing Street, March 9, 1906. I AM directed by the Earl of Elgin to inform you that he proposes, with the concurrence of the Army Council, to select you for special appointment under the Government of the Gambia Colony, for a period of three months, to conduct an enquiry into the various diseases of cattle and horses prevalent in that region.

2 If you undertake this service under the Colonial Government, you will be entitled to receive, in addition to the equivalent of your army pay and allowances, a gratuity sufficient to raise your total emolument for the period of three months to the amount of £200. Free first-class passages to and from the Colony will be provided for you, and the cost of transport in the Colony and any other incidental expenses of like nature will be borne from Colonial funds.
3. I am to request that you will send me a formal intimation that you accept this offer; but meanwhile, in anticipation, I am to authorise the purchase of scientific materials for the work at a cost not exceeding £30 on the understanding that so much of the equipment as may remain when your mission comes to an end will be handed over to the Colonial Government.
4. I am to request also that you will inform me of the earliest date on which you will be prepared to sail for the Colony in order that the necessary instruction may be sent to the Crown Agents for the issue of your passage ticket.

I AM commanded by the Army Council to acknowledge the receipt of your letter received in this Department on the 19th instant, No. 1938/1906,* and, in reply, to acquaint you that they approve of the services of Captain A. G. Todd, Army Veterinary Department, being placed at the disposal of your Department for a period of three months, to take part in an enquiry instituted into the various diseases of cattle and horses prevalent in the Gambia, and he will be directed to place himself in communication with your Department, as well as with Mr. S. Stockman, M.R.C.V.S., Chief Veterinary Officer of the Board of Agriculture and Fisheries.
I am to add that a note has been made of the emoluments to be received by this officer during the period of the above employment.
