I HAVE the honour to acknowledge the receipt of your Lordship's despatch, Separate, of the 27th April last,* on the subject of the establishment of a medical research institute at Lagos.

2. The question of the Gambia supporting the scheme was brought by me before the Legislative Council, and I have much pleasure in informing your Lordship that it was unanimously agreed that this Colony should participate in it in the manner proposed.

WITH reference to the letter from this Department of the 18th instant, † I am directed by the Earl of Elgin to transmit to you copies of telegramst which have been received from the British Central Africa and East Africa Protectorates giving the number of cases of blackwater fever which have been dealt with during the last 12 months. A copy of the reply from Uganda will be sent to you as soon as it is received.

2. I am to enclose also a copy of a letter§ from Sir A. Sharpe, His Majesty's Commissioner for the British Central Africa Protectorate, who is now on leave of absence in this country with reference to the question raised in your letter of the 10th of June, i.e., what place in the Protectorate would be likely to be most suitable as headquarters of the Blackwater Fever Expedition.

2. The suggested annual contribution of this Colony will be submitted to the Legislative Council, at their next meeting, in connexion with the 1908 Estimates.
