SIR,

Downing Street, 17 June, 1908. IN connection with the recent establishment of a Sleeping Sickness Bureau in . this country, I am directed by the Earl of Crewe to request that you will inform Secretary Sir E. Grey that the Managing Committee of the Bureau are most anxious to secure that copies of any documents which have been or may be issued by the Governments of the Congo Free State, Germany, France, and Portugal bearing on sleeping sickness should be procured for the use of the Bureau.

2. On the other hand, the Bureau will be prepared to forward to these Govern- ments copies of all publications issued by it from time to time.

3. Lord Crewe would accordingly be glad if Sir E. Grey would, unless he sees any objection, invite the Governments concerned to send copies of all publications bearing on the subject direct to

anxious to arrange with the French, German, Portuguese, and Congo Governments for a regular exchange of publications on the subject of the disease.

Foreign Office, June 30, 1908. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 17th instant,* stating that the Managing Committee of the Sleeping Sickness Bureau are anxious to exchange publications on the subject of the disease with the German, French, Portuguese, and Congo Governments, and to transmit to you herewith, to be laid before the Secretary of State for the Colonies, a copy of a despatch which is being sent to His Majesty's Representatives at Berlin, Paris, Lisbon, and Brussels in regard to the matter.

Sir E. Grey will be glad to receive information as to the constitution of the Bureau, and the names of the Managing Committee referred to in your letter under reply.

I am to add that, in accordance with the verbal request recently made at this Department, His Majesty's Minister at Cairo will be instructed on the receipt of this information to ascertain how soon the contribution of the Soudan Government towards the expenses of the Bureau may be expected.

Your Excellency herewith a copy of a letter* from the Colonial Office stating that the Managing Committee of the Sleeping Sickness Bureau are

Downing Street, 8 July, 1908. I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 30th of June, on the subject of the exchange of the publications of the Sleeping Sickness Bureau with the German, French, Portuguese, and Congo Govern-

ments.

2. With reference to the 2nd paragraph of your letter, I am to transmit to you, for the information of Secretary Sir Edward Grey, a copy of a notice prepared in this Department, in which you will find details of the constitution of thê Managing Committee of the Sleeping Sickness Bureau, on which the Foreign Office is repre- sented by Mr. E. A. Walrond Clarke. I am to suggest that a copy of this notice may be communicated to the Soudan Government.

3. Lord Crewe would suggest that the contribution of the Soudan Government should be considered to commence from the beginning of this financial year, although the Sleeping Sickness Bureau did not come into operation until May. There will, however, be various preliminary expenses of a non-recurrent character incurred in ́connection with the starting of the scheme, and it is, therefore, desirable that the full subscription for the year from the Soudan Government should, if possible, be obtained.

At the instance of the late Secretary of State for the Colonies, and with the co- operation of the Government of the Soudan and the Royal Society, His Majesty's Government have decided to establish in London a Bureau for the collection and general distribution of information with regard to sleeping sickness. The Royal Society has provided accommodation for the Bureau at Burlington House, and one- fourth of the cost of up-keep is being borne by the Soudan Government.

The Bureau is under the general control and direction of an honorary Com- mittee of Management, appointed by and responsible to the Secretary of State for the Colonies. The Committee is at present composed of the following members:-

Chairman-The Right Honourable Sir J. West Ridgeway, G.C.B., G.C.M.G., K.C.S.I., who is also Chairman of the Advisory Committee of the Tropical Diseases Research Fund.

Sir Patrick Manson, M.D., K.C.M.G., F.R.S.

Sir Rubert Boyce, F.R.S.

Dr. J. Rose Bradford, F.R.S. (representing the Royal Society). Colonel D. Bruce, C.B., F.R.S.

Mr. E. A. Walrond Clarke (representing the Foreign Office). Mr. II. J. Read, C.M.G. (representing the Colonial Office), with Mr. A. Berriedale Keith, of the Colonial Office, as Secretary.
