Submits observations of the Director of the Runcorn Research Laboratories on Mr. Hesketh Bell's report on sleeping sickness in Uganda.

Forwards report by the Principal Medi- cal Officer respecting the increase of the disease in southern Kavirondo, and suggesting measures for prevent- ing the spread thereof, and requests sanction of an expenditure of £2,000.

Transmits Dr. Milne's Report of his

tour in southern Kavironilo.

Transmits copy of No. 12, and requests sanction to the expenditure of £2,000 as proposed.

Expresses appreciation of the practical nature of the recommendations made by Dr. Spillane in No. 9, and observes that the Protectorate is in a much better position for keeping out the disease than North-Eastern Rhodesia.

Transmits copy of a letter from the Administrator of North Western Rhodesia forwarding copy of a letter from the Principal Medical Officer, North-Eastern Rhodesia, with refer- ence to sleeping sickness on the northern borders of that territory; and asks that representations may be addressed to the German and Belgian Governments as to the necessity for action on the part of their officials.

Acknowledges the receipt of No. 16, and states that the request that repre- sentations may be made to the German and Belgian, Governments will receive consideration.

Encloses copy of a report by Dr. J. C. Spillane, P.M.O.. North Eastern Rhodesia, on sleeping sickness..

Describes circumstances which have led to a proposal for the establishment of a National Bureau, and requests that the balance of the annual expendi- ture to be incurred may be sanctioned as a charge against Imperial Funds. Sanctions, on the understanding indicated, the charge of the balance of expenditure to Imperial Funds: requests that the work of the Bureau may be kept under active supervision and provision made for expenditure under a special anbhead of the Colonial Services Vote.
