MINUTES OF THE FIRST ORDINARY MEETING OF THE TROPICAL DISEASES RESEARCH FUND ADVISORY COMMITTEE, HELD ON 11TH JUNE, 1908, AT 4.30 P.M.
1.
AGENDA.
To consider an application from the Bishop of North Queensland for a grant to the Australian Institute of Tropical Medicine (copy annexed).
(The Bishop and Professor Martin of the Lister Institute will be present.) 2. To approve the minutes of the Second Ordinary Meeting of the 29th of November, 1907, and of a meeting of a Sub-committee of the 14th May, 1908.*
3. To receive the reportst of the London and Liverpool Schools of Tropical Medicine for the period ended the 30th of April, 1908.
4.
To receive a report from Dr. Nuttall as to the appointment of Mr. Jepson
aş Research Student in Medical Entomology.
5. To receive report§ from the Colonial Laboratory at Hong Kong.
6. To receive comments on the question of research in Colonial Laboratories from Fiji, Sierra Leone, Nyasaland, Ceylon, and Malta.
7. To receive a letter from the Liverpool School on the subject of the facilities available for clinical instruction to students at the School.
8. To receive the accounts of the Tropical Schools for 1907, and a letter from the Liverpool School on the expenditure of the additional grant made in 1907.**
9. To receive a reporttt from the Liverpool School on the improvement of the course of instruction in tropical medicine at that School.
10. To consider a despatch# from the Governor of Uganda on the question of the establishment of a Colonial Review of Tropical Diseases.

1. The Bishop of North Queensland made a statement in support of his appli- cation for a grant from the Fund in favour of the proposed Queensland Institute. He insisted that a grant of at least £1,000, or £300 for five years, was necessary to enable a start to be made, and intimated that the cost of obtaining a suitable Director might be more than £600 a year as proposed. He hoped, however, that a Director might be obtained at that rate. If a start were made Australia would maintain the scheme.
The Bishop then withdrew.
The Committee then discussed the question at great length. Stress was laid on the disadvantage of practically refunding all that Australia had paid, and on the danger that the India Government would not care to continue contributing under the circumstances. The idea of an out-and-out grant of £1,000 was decisively negatived.
The idea of making an appeal by the Committee to the public was also discussed and Sir W. Ridgeway and Sir T. Barlow feared that it would be useless. Finally, it was agreed to inform the Bishop that the Committee recognised that the creation of an Institute would be valuable as a contribution to research in tropical diseases, but that owing to the limited resources only £400 could be given as a donation. If, however, the Bishop considered it desirable the Committee would appeal to the public for further subscriptions, provided that they were assured that no offence

would be caused to the Australian Governments, and they would suggest that the Bishop should ascertain if the Prime Minister of the Commonwealth and the Premier of Queensland approved of such action.
2. The minutes of the Meetings of 29th November, 1907, and 14th May, 1908, were approved.
3-6. The reports of the Schools, &c., were received.
7. Satisfaction was expressed with the Report from the Liverpool School as to clinical facilities.
8. The accounts of the Schools for 1907 were received.
9. The report of the Liverpool School as to the revised course of instruction was received.
10. The Committee expressed the view that ultimately the Sleeping Sickness Bureau might issue a Colonial Review of Tropical Diseases. Sir P. Manson raised the question whether a grant could not be made for the reproduction and publica- tion of some photographs of researches by Dr. Castellani on other diseases. But Sir C. Lucas was opposed to this proposal on the ground that such reports-if not published by the local Governments should appear only in the Report of the Advisory Committee for the year.

Downing Street, 12 June, 1908. AT the meeting to-day of the Committee of the Tropical Diseases Research Fund, after having had the advantage of conferring with you, we came to the following conclusions:-
That we have every sympathy with the proposal to establish a research institute for tropical diseases, and recognise that such an institute would be most valuable as a means of carrying out investigations into such diseases, and that its results would be of great use for students of tropical medicine generally.
In view, however, of the limited amount of our resources, we feel that we cannot do more than offer you a donation of £400. If this sum is inadequate to permit a start being made with the scheme, we are ready to issue a public appeal signed by the Committee, provided that we are assured by you that such a course will not cause offence in Australia; and if you consider that this step would be desirable, we would suggest that you should ask the Prime Minister of the Common- wealth and the Premier of Queensland for their approval of such an appeal.
I am sorry that we cannot see our way to go further in the matter, but you understand the difficulties of our position.
