MINUTES OF MEETING OF SUB-COMMITTEE OF TROPICAL DISEASES RESEARCH FUND ADVISORY COMMITTEE, HELD 14TH MAY, 1908.

The question of the appointment of a Head and an Assistant Head of the Medical Research Institute at Lagos was discussed. The terms of the appointments were recommended to be for eight months in West Africa on full pay, and four months in Great Britain on half pay, full pay being granted during the voyage to and from Lagos, and free passages being provided in accordance with the usual rule in West Africa, the salaries being £800 and £500 a year respectively as already arranged.

Dr. Graham's qualifications for the post were discussed at length, some doubt being felt by Dr. Rose Bradford, mainly because he had not apparently published original work, but stress was laid by Sir P. Manson on the strong recommendation of him by the Governor of the Gold Coast and on the desirability of appointing a man in the Service. It was finally agreed to recommend to the Secretary of State that the Governor of the Gold Coast be asked to approve the seconding of Dr. Graham for a year from the Gold Coast service so that his fitness for the post of Head might be tested, with the option to Dr. Graham to return to his work on the Gold Coast at the expiration of that period and to the Government to terminate his tenure of the post of Head of the Institute at the end of that period, and to send him back to the Gold Coast. During the first four months of this period Dr. Graham should be on half pay in England, and should devote himself to preparation for the duties of the post, and act under the guidance of the Tropical Diseases Research Fund Advisory Committee.

It was also agreed to recommend that the appointment of an Assistant should stand over until after Dr. Graham's appointment, and should be made in consulta. tion with him.

It was suggested that later on an opportunity should be taken of warning Dr. Graham of the necessity of avoiding disputes with other officers.
