In the same paragraph His Lordship proposes that, the above addition being made, the "Trigonometrical Branch" would become the " Trigonometrical and Topo- graphical Branch." To this I have no sort of objection and the only difference in my Estimates would be to place the two under one heading. I think, however, that the requirements will be more clearly understood by my not making any altera- tion in my Estimates. Such alteration can easily be made at home.
I have the honour to enclose a separate short report called for in paragraph 4 of His Lordship's despatch.
I have the honour to call your attention to the fact that, in accordance with the regulations, I have already written a separate letter recommending increases of salaries in certain cases. I have been informed that only the case of Mr. Bunting is likely to be favourably considered this year. I attach considerable importance to his proposed increase of salary since his first agreement terminates next year and he would probably not continue to serve if the increase proposed be not granted.
The time has now arrived when the most economical method of increasing the output of the Cadastral Branch is by beginning a Topographical Branch.
I now proceed to give the reasons for this statement, which at first glance appears paradoxical. Cadastral surveyors are saved much time in reaching their work if they have a reliable topographical map to guide them. In the case of a systematic survey of a series of farms the existence of a topographical map would save about 30 per cent. of preliminary work which would otherwise be necessary. Miscellaneous requirements, such as the reconnaissance last year of the country south of Mombasa, or the ascertaining of the area of the Kenya Forest, could be under- taken without having to detail a cadastral surveyor to leave his other work and specially perform it.
Topographical work is special work and can be both better and quicker done by a man specially trained for it.
Without telling him what my opinion was I asked the Acting Deputy Director of Surveys, Cadastral Branch, how he would set about reducing the estimates of the Department if he was himself reducing them by £7,000. Mr. Townsend's reply was even more drastic than is my present scheme. He said he would take it all or nearly all off the Cadastral Branch.
I have the honour to request you to draw His Excellency's attention to the fact that the estimates as now framed furnish an increase of the Department which is less than that recommended by Major Hills in his report, whereas my previous Estimates were framed in accordance with his recommendations. I submit that this point should be brought to the notice of the Colonial Office when the estimates are sent home.
