22. Although, as stated in paragraph 11, the normal establishment will con- tion during sist of 21 cadets, this condition cannot be attained during the first three years of the

School's existence.

This is generally the case when an institution of this nature is started. In this particular instance as a cadet's training lasts three years, it follows that all those who start as novices will become fully trained at the same time. If no extra cadets were introduced at the end of the first and second year, there would be none available at the end of the fourth and fifth, so that the supply would be triennial and not annual.

From enquiries I find that about 12 partially-trained men will probably attend the School. A special course, in the second and third classes will have to be arranged for their training, which need only last two years, of that. The first (or lowest) class can be formed of 14 novices.

I append a table showing what the establishment of cadets should be during the first three years and afterwards. The numbers in the table do not seem

consistent, but this is due to the fact that draughtsmen will only receive two years' training.

The increments of the educational staff rise to the maximum salaries in the seventh year, when the maximum cost of the School will be reached, viz., £2,419.
