10. The pay of the staff is given in the attached estimates.
(a) The Chief Instructor will be a European. He will receive £450 per annum, advancing by annual increments of £10 to a maximum of £500, a duty allowance calculated on the basis of 20 per cent. of his salary, and a horse allowance of £36 per annum.
He will be on probation for two years; during his absence on leave his duties will be performed by the Instructor.
(b) The Instructor will be a European. He will receive £300 per annum, advancing by annual increments of £10 to £350, a duty allowance of 20 per cent. of his salary, and a horse allowance of £36 per annum.
He will be on probation for two years.
(c) The Assistant Instructors will receive, respectively, £150 and £120 per annum, rising by annual increments of £10 to £200 and £170, respectively, with duty allow- ances calculated on the basis of 20 per cent. of their salaries.
They will come under the usual regulations governing native officials in West Africa. They will be on probation for two years.

They may be appointed to be surveyors or 1st class assistant surveyors or draughtsmen, after five years' service as Instructors, should vacancies exist and the Chief Instructor consider them capable men.
11. The normal establishment of cadets will be 21, but as will be seen in paragraph 22 it will be three years before this normal number is obtainable.
If the first method mentioned in paragraph 8 (c) is adopted, Southern Nigeria would be entitled to contribute 15 cadets, the Gold Coast 9.
If the second method is adopted, paragraph 8 (d), an equal number might come from each Colony.
Instruction will be three years for surveyors and two years for draughtsmen. It is expected, however, that during the first three years of the School's existence a certain number of men who have already acquired considerable knowledge in the Survey Departments of the two Colonies will only require from one to two years' training to complete their education and will then be available for Government appointments.
In the contingency that a Colony may urgently require junior survey officials for some period during these first three years, partially-trained cadets may be sent, if, in the opinion of the Chief Instructor, they are competent to discharge the dutics required of them. These cadets should not be away for more than 12 months, when · they should return to the School to complete their education.
12. The usual rate of pay of a cadet will be £20 per annum, rising by half- yearly increments of £2 10s. to £35.
The increment will not be given if the cadet fails to pass the half-yearly examination.
A certain number of men who have, as already mentioned, received considerable practical experience while attached to the Survey Departments of the Gold Coast and Southern Nigeria will be received as cadets. They will receive a salary of £30, rising by annual increments of £5 to £35.
The pay of a cadet will be liable to deductions for fines for absence, unpunc-. tuality, and insubordination.
13. Half-yearly practical and theoretical examinations will be held in June and December on dates convenient to the Chief Instructor.
These examinations will not be held on the competitive system, but will test the knowledge the cadet has acquired during the whole period of his instruction up to the date of the examination.
A cadet who fails to satisfy the Chief Instructor at two successive examinations will be removed from the School. Should the Chief Instructor, however, be of opinion that he would make a good surveyor he will in exceptional cases recommend his retention in the School for another year. In this case the cadet will forfeit his right to any increments of salary he may have earned.
14. The European instructors will study the character of each cadet carefully. He will not recommend for appointment any cadet who is not honest, truthful, sober, and hardworking.
The organizing power and the power of controlling his subordinates in a manner conducive to the efficiency of the public service are factors that must be seriously considered when appointing a cadet to the various Government posts. should a cadet, however proficient in his work, be recommended for appointment to In no case

the post of surveyor or 1st class assistant surveyor unless he possesses the power of handling his carriers and labourers.
The Chief Instructor may at any time recommend to the Colonial Secretary the discharge of any cadet for moral offences, gross insubordination, or continual idleness.
For minor offences cadets are liable to fines.

15. A cadet will remain for one year in each of the three classes. During their course in the School, cadets will always be attached to some of ments for the Gold Coast and Nigerian Survey Departments' field parties for six months in practical order to gain practical experience in concession work and traversing. As these cadets will be of use to the parties to which they are attached, expenses of carriers, transport, &c., will be borne by the Government under whom they are temporarily working.
Arrangements will be made to allow of this practical training taking place during the absence on leave of one of the European instructors.
16. Each class of cadets will be allowed one month's vacation in the year on Vacations,
full pay. The classes will not take their vacations simultaneously, but the dates leave, &c. will be fixed by the Chief Instructor as suits most conveniently the work of instruction.
The Assistant Instructors will take their month's leave of absence with the classes to which they are respectively attached.
Draughts.
17. At the end of his year's training in the first class, the Chief Instructor will select two or three cadets for special training as draughtsmen. The cadets so men. selected will be recommended for appointments as draughtsmen (as laid down in paragraphs 6 and 7) at the end of his training in the 2nd class, i.e., after two years' service.

18. The following certificates will be issued to cadets on the conclusion of the Certifi course of instruction

Each cadet will receive two certificates, one for survey work and one for
draughtsmanship.
On each certificate will be printed a list showing the various subjects in which the cadet has been instructed and his proficiency in each.
19.
Nos. 1 and 2 certificates will not be given to cadets who do not possess the power of organising and working their subordinates as mentioned in paragraph 12, and in no case will a certificate of any sort be given to a cadet whose character is bad.
20. Cadets who obtain certificates are qualified for the following posts:- Surveyor :-
