As will be observed therefrom, the average value for the past five years of one ton of raw muscovado sugar and 100 gallons of molasses is £11 12s. 11d., that is 14s. 5d. less than the average cost of producing the ton of sugar and its molasses on the twelve estates, after deducting half the value of the provision crop. I may, however, mention that the cost of producing sugar on the twelve estates given in the statement attached is, as I have said above, for some of the years before the reduction in the price of labour took place, and it may, therefore, be said that after making allowance for this, the average price obtained for sugar and molasses for the past five years hardly does more than pay for the cost of production, any profit made by the estate being derived from land rented to labourers as provision grounds, lands planted in sweet potato and other crops, and the revenue received from miscel- laneous sources, amounting to about £2 10s. per ton of sugar.

10. It might be asked "Why produce sugar when it does not pay, instead of growing sweet potatoes and other crops that do pay?" The reply to this is that the sweet potatoes and other crops only require a limited amount of labour for their production, while the cultivation of the sugar cane and its manufacture into sugar requires a large number of labourers, and it is by growing sugar and finding employ- ment for a number of people that these people are enabled with the money so earned to rent land from the sugar estates, and to purchase the provision crops, thus enabling the estates to make a profit.
