Le Gouvernement allemand n'est pas encore en mesure de se prononcer sur la proposition du Gouvernement belge d'après laquelle la Commission formulerait ses conclusions en un projet de protocol additionnel à la Convention du 5 Mars 1902, qui serait signé plus tard par les Représentants à Bruxelles des Etats associés. Il estime qu'à cet égard il faudrait attendre le cours des délibérations de la Com- mission permanente.

J'ai eu soin de charger nos légations de porter ce qui précède à la connaissance des Gouvernments respectifs.

THE Lords Commissioners of His Majesty's Treasury have had before them your letter of the 22nd instant,* enclosing a copy of the proposed instructions to the British Delegate to the forthcoming meeting of the Permanent Sugar Commission, and they have received from the Board of Trade copies of the proposed forms of certificates of origin of British refined sugar and sugar manufactures.

I am directed to state, for the information of Secretary Sir Edward Grey, that they concur in the proposed instructions and in the proposed forms of certificate.
