Acknowledges receipt of No. 27, and states, with reference to the proposal in the circular note enclosed, that it would be preferable to renew the Convention, in its modified form, for five years.

Forwards copy of a letter addressed to the Premier enclosing a resolution and asking that His Majesty's Gov- ernment will avoid making any change which will tend to the re- vival of the disadvantages suffered by this country previous to the passing of the Convention.

Sir H. Campbell-Bannerman, in reply to a question by Sir G. Parker, said that representations were made by Russia as to disadvantages they had suffered from the Convention, and were followed up by the surtax on Indian and Ceylon teas.

States, in reply to the Foreign Office letter of June 25th, that if the Con- vention were amended in the manner desired by His Majesty's Government there would be no objection to reply- ing favourably to the two enquiries of the French Government in No. 29, and considers it desirable that steps should be taken to insure that the pro- posed arrangement shall not permit of British sugared products being at any disadvantage upon importation into Convention countries as being sus- pected of containing bounty-fed sugar.
