I HAVE the honour to acknowledge the receipt of your circular despatch of the 31st August [July] last,* respecting State contributions to the Imperial Institute, and, in reply, to inform you that my Ministers are of opinion that the matter rests with the Commonwealth authorities, and do not, therefore, propose to take any action therein.

I am forwarding a copy of this despatch to the Governor-General.

SOUTHERN NIGERIA.

THE SECRETARY OF STATE to THE GOVERNOR. [Answered by No. 67.]

Downing Street, November 15, 1906. WITH reference to your telegram of the 17th of September last and to my reply, "General," of the 27th September,* respecting a contribution for a term of years towards the maintenance and development of the work of the Imperial Institute, I have the honour to transmit to you a copy of a despatch from the Governor of the Gold Coast reporting the opinion of his Council that, having regard to the respective revenues of Southern Nigeria and the Gold Coast, the contributions of the two Colonies should be in the proportion of four to three.

The view expressed by the Gold Coast Council appears to me to be reasonable, and I shall be glad to learn whether your Council will be good enough—as I hope they will to raise the contribution of Southern Nigeria to £400 per annum, thus making up the £1,000 for which I have appealed to the West African Colonies and to which appeal they have all cordially responded.

SEYCHELLES.

I HAVE the honour to acknowledge the receipt of your despatch, No. 123, of the 15th September, ‡ respecting the payment made by the Government of Seychelles towards the expenses of the Imperial Institute.

I note with much satisfaction your appreciation of the work of the Institute, and your belief that its value is so generally recognised in the Colony under your administration that a proposal to increase the contribution would, even in the present circumstances of the Colony, receive unanimous support.

The state of the Colonial finances is, of course, such as to make it impossible to put forward any proposal of the kind at the present time, but if hereafter the situation should justify some moderate addition to the Colony's contribution, I am disposed to agree with you in thinking that such a course would only be a fitting recognition of the work now being performed for Seychelles by Professor Dunstan and his staff.
