work of the Scientific and Technical Department of the Imperial Institute, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform the Secretary of State that, under the circumstances represented, they are not indisposed to increase the offer made in my letter of the 25th June last; and they will be prepared to contribute one-half of any sum which may be raised by the Colonies for the purposes in question, up to a maximum of £1,500, for a period not exceeding three or five years as may hereafter be decided on.

But my Lords can only make this offer on the understanding that it will be confined to meeting contributions from Colonies and Protectorates which are not in receipt of a grant-in-aid from the votes of Parliament. The Secretary of State will not fail to observe that, in the absence of such a condition, the Imperial con- tribution would, in some cases, be paid twice over-once in the form of a direct grant and again in the form of a net addition to the grant-in-aid of the Colony or Protectorate.

I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, No. 24163, of 17th August, and to request, with refer- ence to paragraph 4 of the Circular despatch‡ enclosed therewith, that, if the Ear! of Elgin has no objection, Mr. Secretary Morley may be furnished with a copy of any correspondence that has taken place in continuation of the Treasury letter of 25th June, 1906, a copy of which was handed in by Mr. Antrobus, on 28th June last, to the India Office Committee appointed to enquire into the administration of the Indian Section of the Imperial Institute.

Downing Street, August 24, 1906. In compliance with the request contained in your letter of the 21st instant,$ I am directed by the Earl of Elgin to transmit to you, for the information of Mr. Secretary Morley, a copy of the letter addressed by this Department to the Treasury on the 27th ultimo, and a copy of the Treasury reply respecting the provision to be made for the maintenance of the Imperial Institute; and I am to state that, in view of that reply, the circular despatch to the Colonies on the subject was recast into the form in which it was communicated to the India Office in the Colonial Office letter of the 17th instant.†
