I AM directed by the Board of Trade to forward to you, for the information of the Secretary of State for the Colonies, copy of a letter, with enclosures, which they have addressed to Professor Wyndham Dunstan, relative to the proposed termi- nation of his appointment as Director of the Imperial Institute, in view of the refusal of the Commissioners of the Exhibition of 1851 to continue the grant of two thousand pounds per annum towards the support of the Scientific and Technical Department of the Institute.

I AM directed by the Board of Trade to inform you that the Commissioners of the Exhibition of 1851, who have, for some years, and up to the end of December last, contributed a sum of £2,000 towards the support of the Scientific and Technical Department of the Imperial Institute, have decided not to renew the grant.

A copy of the correspondence on this matter between the Board of Trade and the Commissioners of the Exhibition of 1851 is enclosed for your information.

In view of this regrettable loss of income, the Board are reluctantly compelled to reconsider the whole financial situation, and to take immediate steps with a view to the large reduction of expenditure which will be necessary unless new sources of income should shortly become available.

In this connection I am to draw your attention to the letters addressed to you on December 4th and 17th, 1902, containing the terms of your appointment, and to say that having regard to the fact that the fund out of which the greater part of your salary is payable (viz., £1,000 out of £1,300) has now ceased to be available they have no alternative but to give you the necessary notice to terminate their arrangement with you, which will accordingly cease at the expiration of six months from this date.

The Board have given directions that up to the date named the whole of your salary shall be paid out of the balance of Imperial Institute Funds.

I am to add that for the same reasons the Board have no alternative but to give similar notice to a number of other members of the staff of the Scientific and Techni- cal Department, and communications will accordingly be sent to them in due course. Upon this matter the Board are in consultation with the Managers.

WITH reference to the grants made by your Commissioners to the Imperial Institute towards the support of the Scientific and Technical Department, I am directed by the Board of Trade to inform you that by an Act passed in the last Session of Parliament, the management of the Imperial Institute was vested in this Department aided by an Advisory Committee.

The Board direct me to enclose, for the information of your Commissioners, six copies of a memorandunr which has been circulated to the Colonies giving an outline of their arrangements so far as yet decided for the maintenance and develop- ment of the various branches of work of the Imperial Institute, and to call your attention especially to the paragraph on the first page of that memorandum, from which you will understand that the Board of Trade have no funds at their disposal for the maintenance of the scientific and other work of the Imperial Institute at South Kensington, except those derived from the existing sources of revenue of the Institute, and that one of these sources, viz., the subscriptions of Fellows, will no longer be available.

The Board of Trade attach much importance to the continuation and extension of the work of the Scientific and Technical Department of the Institute, which is largely dependent on the grants made by your Commissioners, and they do not at present see their way to carry on this work without that assistance.

The Board, therefore, earnestly trust that your Commissioners will think fit to continue the grant of £1,000 which lapses in the present year for at least the same period as that for which the remaining grant of £1,000 has been made. I am further to express the hope of the Board that, before the termination of that period, the work accomplished by the Imperial Institute under their management for the advancement of the trade and commerce of the Empire by scientific research will be deemed by your Commissioners to justify them in a further renewal of their assistance.

I am to add that the Board of Trade would be happy, if desired, to appoint representatives to meet your Commissioners, and to give any further information in their power.
