The King's Pavilion, Kandy, Ceylon, March 21, 1906. WITH reference to Mr. Secretary Lyttelton's despatch, No. 430, of 16th Novem- ber, 1905,* and previous correspondence on the subject of visual instruction in the schools of the Eastern Colonies, I have the honour to transmit, for your Lordship's information, the enclosed copies of a circular issued by the Director of Public Instruction to the principals of colleges and managers of English schools regarding the use of the lanterns with lectures written by Mr. Mackinder, and of a letter received by the Colonial Secretary from the Director in reply to an enquiry as to whether the lanterns and slides are likely to be made much use of.

Downing Street, April 11, 1906. WITH reference to the last paragraph of my semi-official letter of the 19th ultimo, and to previous correspondence on the subject of a West Indian edition of illustrated lectures, I am directed by the Earl of Elgin to enclose a copy of a despatch† which has been received from the Governor of British Guiana, stating that the Combined Court of that Colony has voted the sum of £100 for the purpose of enabling the Government to obtain a series of the lectures adapted for local use.
Subject to any observations which you may desire to offer, His Lordship would propose, in reply, to inform Sir Frederic Hodgson of the arrangement which has been made with the Government of Trinidad with regard to the preparation of a West Indian edition of the lectures and to add that a small sum will be due from British Guiana to that Colony in respect of the initial cost.
Lord Elgin apprehends that the West Indian edition now in course of prepar- ation will contain a slide or slides representative of British Guiana and on this assumption I am to request that you will arrange for a lantern and a set of slides to be procured for the Government of British Guiana.

LANTERN LECTURES.
Department of Public Instruction, Colombo, February 17, 1906. I HAVE the honour to forward herewith a copy of a book containing a set of seven lectures written especially for the Eastern Crown Colonies by Mr. H. J. Mackinder. The lectures are illustrated by very complete sets of excellent slides. I have now ready for issue on loan two acetylene lanterns, and two sets of slides. One of the lanterns will Le kept in Colombo. The other will be issued to schools in out-stations.
2. The lanterns will only be issued to schools which can secure the services of some person accustomed to their use. Applications for them will be registered and dealt with in the order in which they are received. Schools using them will have to pay the cost of carriage and of any damage to the lanterns or slides; they will also have to provide themselves with a sheet, and with calcium carbide for producing the acetylene light. The apparatus for producing the light will be for- warded with the lantern and directions for its use.

ON my return to London I find awaiting me your letter of the 11th April (11493/1906) informing me of the decision of the Government of British Guiana with reference to a West Indian edition of the lantern lectures on the United King- dom. There will be several slides representative of British Guiana, and I shall, therefore, comply with your request that I should procure a lantern and a set of slides for the Government of British Guiana.
