received no reply from Professor Joly who, I understand, is in South Africa as a member of the British Association.
2. It appears to me inadvisable to delay the matter any longer for the purpose. of obtaining the special advice which the Director of Education hoped to obtain within a reasonable time, and I propose to instruct the Inspector of Schools, Mr. E. G. Rowden,. who is proceeding on leave of absence in November next, to make the necessary en- quiries, on his arrival in England, as to the most suitable form of lautern and acces- sories for a tropical country. Mr. Rowden will send the necessary particulars to the Director of Education and the lantern selected will then be indented for by requisition on the Crown Agents for the Colonies in the usual manner.
3. In the meantime I shall be glad if Mr. Mackinder will be good enough to undertake the preparation of the revision of the lecture for use in this Colony and a selection of new slides adapted to local requirements. I may mention that the Director of Education will be glad to afford Mr. Mackinder all the assistance in his power in furnishing any local facts which may be required in connection with the revision of the lectures, and it might also be advantageous if this gentleman were made acquainted with the fact that Mr. Rowden, Inspector of Schools, will shortly arrive in England on leave of absence.

3. I trust that the lectures and apparatus are now on their way out. It does not appear that they need be delayed either for copyright of the slides or despatch of the carbide. The Committee at its last meeting were very anxious indeed that the cases should reach the Colonies as soon as possible as we feel ourselves bound not to proceed with certain matters here until sufficient time for that has elapsed. Would you be good enough to let me know the dates of despatch?

I HAVE the honour to state that the Eastern lectures" referred to in the circular despatch* of which a copy was forwarded to us in your letter of the 5th of May, No. 37132/05,† have now been completed, and distributed as directed by the editor, Mr. H. J. Mackinder. Fifty copies in each case, with two lanterns, 14 boxes of slides, and sufficient carbide of calcium for 100 demonstrations, have been shipped to Hong Kong and Singapore by the s.3. Monmouthshire," which leaves London to-day. There is some difficulty in obtaining freight for calcium carbide from England to Colombo, but with this exception we have arranged that the consignment for Ceylon shall be shipped by the s.s. "Manora" leaving London on the 10th of November. As we understand that you will be addressing the three colonies on the subject by the out-going mail, we transmit a copy of a letter which Mr. Mackinder suggested should be sent out for the information of the Colonial Governments, and we should be obliged if you would take such action as may be required in the

2. It may not be necessary to send out carbide of calcium, as supplies may be available in the ordinary course of trade in the three colonies. I have just heard that you have ordered Messrs. Newton to ship carbide to Hong Kong and Singapore. This applies, therefore, only to Ceylon.

balance of the sum of £300 placed by your Government at the disposal of the Com- mittee on Visual Instruction for the preparation of lectures on the United Kingdom for use in the schools of the Eastern Colonies. I am glad that it has been decided to meet the views of the Committee on this point.
2. I now enclose the accompanying copy of a letters from the Crown Agents, covering copy of a note addressed to them by Mr. Mackinder, from which you will see that copies of the book of lectures with lanterns and slides are being despatched to the Colony, The question of copyright is being dealt with.

As soon as the scheme has been given a fair trial in the Colony, I shall be glad to receive, for the information of the Committee, which is about to deal with its extension to other parts of the Empire, a full report on its working, to- gether with any suggestions as to alterations or improvements which might, with advantage, be made.
4. I would again express regret that the completion of the lectures should have been so long delayed, but the delay has enabled Mr. Mackinder to revise the letterpress with the utmost care from every point of view, with, as you will probably agree, very satisfactory results.
