WITH reference to your Lordship's letter of the 16th August and to my reply of the 25th August,* I am directed by Mr. Secretary Lyttelton to inform you that he is now in a position to make arrangements for supplying the Dominion Government with an edition of the lantern lectures on the United Kingdom for use in the schools of Canada.

2. It will be remembered that, in his circular despatch of the 13th April last,f a copy of which is enclosed for convenience of reference, it was suggested that special editions of these lectures should be prepared for the different divisions of the Empire, British North America being one of those divisions.

The position stands as follows:-The present book now being printed off, a copy of which will be sent to you as soon as published, is the property of, and is designed for use in, the Eastern Colonies only, and it is not proposed at present to offer it to the public outside those Colonies. A considerable number of the slides which illustrate these lectures are also the property of those Colonies. It is con- templated that Mr. Mackinder, Director of the London School of Economics and Political Science, who delivered and edited lectures and collected the slides, and in whose hands has been the whole arrangment of the scheme, shall prepare an edition of the book for use in Canada, to be the property of the Dominion Govern- 'ment. The first of the present lectures, as you will see by reference to the enclosed 'syllabus, deals with a voyage from the East to England. For this it would be neces- sary to substitute a journey from Canada to England and for this purpose Mr. Mac- kinder will have to be supplied with some Canadian photographs for reproduction as lantern slides, unless there are suitable slides already in existence. A reference to page 3 of the circulart will show that the cost of producing this new edition and arranging the slides will be about £100. For this sum the Canadian Government would received a book of lectures which would be their exclusive property on the understanding that it would be sold and used only in the Dominion, this stipulation being made, as will be readily understood, in order to preserve the copyright outside the Dominion. But when this preliminary expense has been incurred, it would be for the Dominion Government to settle how many copies of the book it would require and how many sets of slides; and the cost of the slides, which on page 2 of the circular is estimated roughly at £43 10s. a set, together with the cost of multiplying the copies of the book, would be over and above the initial outlay of £100. These explanations are given in order to prevent any misunderstanding hereafter and Mr. Lyttelton hopes that they will be satisfactory to your Lordship and to the Dominion Government.

4. Assuming that they are satisfactory he would ask that Mr. Mackinder, whose address is:-

Government House, Georgetown, Demerara, September 11, 1905. In continuation of my despatch, No. 201, of the 12th July,* I have the honour to inform you that a sum of $960 was included in the supplementary estimates pre- sented to the Combined Court on the 25th August for the purpose of enabling the Government to purchase lantern slides and to incur the necessary expenditure in con- nection with the work of carrying out, so far as this Colony is concerned, the admirable arrangements referred to in your circular despatch of the 13th April,t for giving the children of British Colonies a better knowledge of the United Kingdom and other parts of the Empire.

2. The members of the Combined Court, before whom I had placed the corre- spondence by means of a sessional paper, copy enclosed, expressed a wish that con- sideration of the proposed expenditure should be postponed until the Court meets in February to deal with the estimates for 1906-7, and that the item should for that purpose appear in those estimates. While regretting the postponement I thought it desirable to accede to the request.

MR. POPE'S observations might be invited in the first instance (I saw these views in London at an afternoon gathering at the Whitehall Rooms. Mr. Mackinder gave an explanatory address. There can be no doubt of their educational usefulness. They convey in a few minutes what could hardly be learned in a week.)
