honour to inform you that the proposed scheme for giving school children of the United Kingdom and the Colonies lantern lectures illustrative of the Empire bas received consideration, and that my Government is disposed to adopt it.
2. In conveying to you the foregoing decision, Ministers desire me to add that, as each party to the agreement would be equally benefited, it seems fair that each side should pay the expenses of its own propaganda, and that there should be a fair interchange of the necessary literary material and lantern slides. My Government can now supply 200 lantern slides representing typical scenes of the social life, the natural resources, the scenery, and the industrial development of this State, and will gladly undertake to prepare four lectures appropriate to this selection of slides. In return, it is desired that the Imperial Government will supply 200 slides from the collection indicated in the prospectus submitted in your circular despatch of the 13th April last, and the subject matter of four lectures to accompany such slides. It might be understood that each party to the agreement should do its own printing of the literary matter provided, and should supply extra sets of slides either by fair exchange or by purchase, if an equivalent exchange cannot be arranged,

Ministers further desire me to inform you that, as probably the matter could be most satisfactorily dealt with by conference between the Acting Agent-General for this State in London and Mr. Mackinder, Mr. Coghlan will be at once instructed to place himself in communication with Mr. Mackinder in the matter.

the High Commissioner for New Zealand on the same subject, which raises the question whether the lectures should be offered for sale separately.
3. The despatches received from the West Indian, South African, and West African Colonies would appear to indicate that special editions of the lectures will be required for each of those groups. The Governor of Mauritius is apparently desirous of having an edition auapted for use in that Colony, and you will observe that the Governor of Fiji asks for a set of slides and copies of the lectures.
4. The replies from Gibraltár, Malta, and St. Helena would appear to require no comment, but it may be found possible to include the latter Island in any arrange- ment which may be come to hereafter for the development of the scheme as regards the South African or West African Colonies.
5. You will no doubt hear from the Agent-General for New South Wales, as indicated in Sir F. Darley's despatch of the 27th July,* and will communicate the result to this Office.
6. Copies of further replies to the circular will be sent to you as received, but Mr. Lyttelton would be glad if you would favour him at an early date with your advice as to the steps which can best be taken to carry out the wishes of the Colonies which have already replied, including Canada (as to which I am to refer you to the letter from this Department of the 25th ultimo,† enclosing copies of correspondence with Lord Strathcona), and also on any other point incidentally raised in the corre- spondence, as the Secretary of State considers that the success of any measures taken towards developing the scheme would be greatly enhanced by prompt action.

IN continuation of my despatch,† noted in the margin, I have the honour to state that I have since received an invita- tion from the Governor of the Windward Islands to join in united action with the object of obtaining a special edition of the course of lectures, with lantern slides, referred to in your circular despatch of 13th April last.
2. The combination proposed would enable the project to be adopted at a cost much smaller than was at first anticipated, and the Federal Executive Council agree with me in proceeding further in this matter. I am, therefore, informing the Governor of the Windward Islands that we gladly acquiesce in his proposal.
