Inter-Departmental Council on Military Rewards.
Report of Fifteenth Meeting, July 18, 1905.

IT was agreed that Mr. F. G. A. Butler, Private Secretary to the Duke of Marlborough, should be appointed to act as Secretary to the Council in succession to Mr. C. H. Moutgomery.
The following Colonial Office cases were considered :-
1. The operations--nine in number-which took place in Southern Nigeria between September 1903 and May 1904.
A despatch, dated the 7th July, 1904, from the High Commissioner describing the operations, was considered by the Council.
It was decided to recommend that the despatch should be published in the (lazette," and that the Africa General Service Medal, with the clasp of the year, should be granted to those who took part in the operations.
After considering the cases of the officers and men individually named in the despatch, the Council decided to recommend :--
Colonel A. F. Montanaro, C.B., for consideration by the Colonial Office for the grant of the C.M.G.
Captain I. Hogg, D.S.O., 4th Hussars, for a brevet majority.
No. 638 Sergeant Ali Bakare, Southern Nigeria Regiment, for the West African Frontier Force Distinguished Conduct Medal.
No. 2197 Private Ojo Otan, Southern Nigeria Regiment, for the West African Frontier Force Distinguished ('onduct Medal.
2. Operations in the Bassa Province of Northern Nigeria between December 1903 and March 1904.
A despatch, dated the 15th September, 1904, from the High Commissioner, enclosing, the report of the Acting Commandant of the Northern Nigeria Regiment on the operations, was considered by the Council.
It was decided to recommend that the despatch and its enclosure should be published in the "Gazette," and that the Africa General Service Medal, with the clasp of the year, should be granted to those who took part in the operations.
Of the officers mentioned in the Acting Commandant's Report, the Council decided to recommend Major G. C. Merrick, R.A., Captain E. E. Williams, Northumberland Fusiliers, and Lieutenant (now Captain) R. D. F. Oldınan, Norfolk Regiment, for the D.S.O.
