MEMORANDUM ON COMPETITION WITH THE EASTERN EXTENSION TELEGRAPH COMPANY IN AUSTRALIA-WITH SPECIAL REFERENCE TO NEW SOUTHI WALES AND VICTORIA.

The traffic results of the 21 years since the Pacific Cable was opened show conclusively that the most essential conditions of any competition with the Eastern Company are:

(1) The grant of special wires to the Pacific Cable Bourd between Melbourne and Sydney, 773 miles, between Sydney and Southport, 577 miles, and possibly one between Southport and Brisbane, 50; total, about 1,400 miles;

(2) The opening of offices for dealing directly with the public in the cities of Sydney and Melbourne;

(3) The appointment of a local representative in Australia, and adequate advertising and canvassing, &c., according to ordinary Cable Companies' methods.

Assuming that (1) will be accorded by the Federal Government, as in the case of the Eastern Company, and that permission will be accorded to the opening of offices, it remains to consider the results anticipated from such measures and the cost of the same.

During the calendar year 1904, the fully paid ordinary traffic carried between the States of New South Wales and Victoria respectively, and the United Kingdom, was distributed between the Eastern and Pacific routes as follows:-

Had the traffic of the two States of New South Wales and Victoria been equally divided between the two routes, the Pacific Cable would have carried 340,457 ordinary words more than it ,did; and as the net receipt to the Board from the three shilling through rate is almost exactly 18. 6d. per word, after meeting the expenses on account of all out-paynients, including date and time and duplicate copy fees, the excess revenue earned by the Board would have been £25,535. Had the Pacific Cable secured, under equal facilities of business with the Eastern Company, 75 per cent. of the homeward traffic from New South Wales, as estimated before the Pacific Cable Committee by the Eastern Extension Company's officials, instead of 50 per cent. as taken above, the increased revenue would have been £30,588.

It is believed that with energetic representation in Melbourne and Sydney, and with special wires and offices in those cities, the Pacific Cable would be able to secure half the traffic in Victoria and New South Wales, though in consequence of the Eastern Company having been so long in the field, it might take some few years to attain the result.

The cost of measures (2) and (3) is estimated as follows, apart from a small initial capital expenditure for furniture and instruments: --
