(WEST AFRICAN FRONTIER FORCE-NORTHERN NIGERIA.)
REPORT by LAW OFFICERS.

1. We are of opinion that the Order in Council of the 27th December, 1899, has not affected the legal position of the West African Frontier Force. For the purposes of the Army Act, 1881, Northern Nigeria is still a Foreign Country as defined by Section 190 (24).
2. In our opinion, the members of the Force and the civilians attached to it are still in military occupation of a Foreign Country within the meaning of section 189 of the Army Act, 1881, and are therefore subject to Military Law.
