LAW OFFICERS TO COLONIAL OFFICE.
Royal Courts of Justice,
August 23, 1900. WE were honoured with your commands, signified in Mr. Graham's letter of the 8th instant, stating that with reference to our Report of the 18th July* with regard to Concessions granted by the Government of the South African Republic, he was directed by you to transmit to us the accompanying drafts (1) of a Notice to be issued by the High Commissioner for South Africa with regard to the recognition by Her Majesty's Government of Concessions granted by the Government of the South African Republic, and (2) with regard to the recognition by Her Majesty's Government of alienation of Stocks, Shares, &c., by the Government of the South African Republic, and that he was to inquire whether, in our opinion, the terms of these Notices were suitable and sufficient for the purposes intended, or, if not, in what respects they should be amended; and also with a further letter of the 15th instant from Mr. Bertram Cox.
In obedience to your commands, we have the honour to
Report-
That, as altered and initialled by us, the ternis of the above-mentioned Notices are suitable and sufficient for their intended purposes. We think that the Notice as to transfers of Shares, &c., should be issued at once, but that the Notice as to Concessions should not be issued until annexation of the Transvaal.

DRAFT NOTICE. -
Notice is hereby given that the Government of Her Majesty will not recognise as valid or effectual any alienations of stocks, debenture stocks, shares or other securities of whatsoever nature, or of any interest therein of whatsoever nature, or any charges or encumbrances of whatever description, upon any such stocks, debenture stocks, shares or other securities as aforesaid, or upon any interest therein as aforesaid effected, declared, charged, or made by the Government of the South African Republic subsequently to the date of this Proclamation.

Mili-will-not-reenguise-na wind-ans every concession granted by the Government of the South African Republic every-surk-couée-sion will be considered by Her Majesty's Government on its merits, and Her Majesty's Government reserves the right to decline to recognise, or to modify, any concession which may appear on examination not to have been within the powers of the Government of the South African Republic, having regard to any Conventions or agree- nents made between Her Majesty's Government and the Government of the South African Republic or which may to have been granted without proper legal authority or contrary to the law or the conditions of which have not been duly complied with, or which may appear to affect prejudicially the interests of the public.
