Royal Courts of Justice,
July 11, 1907. WE were honoured with your Lordship's commands signified to us in Mr. Bertram Cox's letter of the 14th May last, stating that he was directed by your Lordship to transmit to us the accompany- ing despatch from the Governor of Western Australia forwarding a Petition of Right by the Fremantle Municipality claiming various fines and penalties incurred under the Police Act 1892.

That Mr. Bertram Cox was to direct our special attention to the Report of our predecessors, dated the 21st November, 1903,* on a Petition of Right addressed to His Majesty by Messrs. Harvey and Harvey, solicitors in Western Australia, on behalf of one Faiz Mahomet, and to request that we would take the matter into our consideration and report whether, having regard to all the circumstances, the case was one in which His Majesty's fiat ought to be granted.
We have taken the matter into our consideration, and, in obedience to your Lordship's commands, have the honour to
