Balgores, near Romford, Essex, January 16, 1900. As it may not be within the knowledge of the Colonial Office that the Transvaal Government are the registered proprietors in this country of 299,000/ ordinary stock in the Pretoria-Pietersburg Railway Company, I think it is only right for me to acquaint you with the fact, so that steps may be taken to prevent their selling or raising any loan on this property

LAW OFFICERS' OPINION,

IF the Company is an English Company and the shares belong to the Government of the South African Republic, whether standing in their own name or in that of a trustee, they can be claimed by Her Majesty's Government as enemy's property. If this step is thought desirable, a formal notice should be given stating that Her Majesty's Government seize the shares, and directing the Company not to register any transfer of the shares in question. Whether any further proceedings should be taken will depend on the action of the Railway Company. The shares are not the property of private citizens, but of the Government.
