In obedience to your commands we have the honour to

Report-

That with regard to the question raised in Sir A. Milner's despatch of the 20th December, 1899, as to dies being contraband of war, we beg to refer to our Report* to the Foreign Office of the 4th instant on the subject of cyanide of potassium. The governing considerations are the same in both cases, as the cyanide is alleged to be used for the extraction of gold to be applied for the purposes of the war, and the dies for its coinage for the same purposes.

We have nothing to add to what we said in that Report.
